RECOMMENDATION:
Staff recommends applying for a MN OSHA matching grant that would partially fund the purchase of
seven lifting cranes to be installed at the Wastewater Treatment Facilities and the purchase of eight
back-up cameras to be installed into the City's plow trucks and jet -vac.

BACKGROUND/JUSTIFICATION:
Minnesota Occupational Safety and Health Administration (MN OSHA) provides safety grant
opportunities available to employers for projects designed to reduce risk of injury to their employees
matching funds dollar for dollar up to $10,000 per department location.
Staff recommends grant funding is sought for the addition of lifting devices for each mixer located at the
Wastewater Treatment Facility, The East and West Wastewater Treatment Facility use cranes to remove
process mixers for maintenance and storage purposes. The safety hazard is each mixer does not have its
own crane; requiring staff to manually move a crane from one pedestal to the next. Each crane weighs
over 150 pounds, is not weight balanced, and requires a sixteen inch high vertical lift. To incorporate
cranes for each of the existing mixers staff recommends the addition of seven cranes for a total project
cost of $21,135.33. Support of the MN OSHA grant of $10,000 would reduce the City's portion to
$11,135.33 funded by the 2016 Wastewater Operations Fund.
In a recent meeting with a Loss Control Consultant from Berkley Risk, it was identified that our larger
snow plow trucks and jet -vac should be equipped with back-up cameras. This will prevent the operators
from straining to view behind the truck when backing up and will also reduce the likelihood of accidents.
We have eight trucks that would need cameras purchased with a per -unit cost of $427.07 and project
cost of $3,416.56. Support from the MN OSHA grant would split the cost in half with the City's portion
being $1,708.28 funded by the Street Department's 2015 Small Tools & Equipment Budget.
The Public Works Subcommittee was presented with this information at the Sept. 22"d meeting and
recommended that it be placed on council consent for the Sept. 28th council meeting.
