10-01-97 PCCITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES OCTOBER 1, 1997 - 8PM ------------------------------------------------------------------------------------------------------------ 1 Chair Carl Swenson will call meeting to order Chair Swenson called the Planning Commission Meeting to order at 8PM ROLL CALL Carl Swenson, Chair. Arleen Nagel, Richard Nichols, Ing Roskaft. Eugene Goenner, Commissioners were present Jim Kolles, excused absence and Bruce Rask, unexcused absence Vern Heidner, Council Representative, Elaine Beatty, City Clerk/Zoning Administrator were present. Mayor Larry Fournier and CM Suzanne Ackerman were also present. 2 Consideration of the Planning Commission Minutes of: A. September 171997 ING ROSKAFT MOTIONED TO APPROVE THE ABOVE MINUTES, RICHARD NICHOLS SECONDED THE MOTION. Carl Swenson noted on Page 4, 3rd line should read "un -improved", not un -approved right of way. MOTION CARRIED UNANIMOUSLY. 3 HEARING for Owner/Applicant Robert A and Rachel A Cullinan 7005 Odean Avenue NE Otsego Minnesota 55330 PID #118-500-283401 described as part of SE 1/4 of SW 1/4 of Sec 28 Twp 121 R23 etc Request is as follows: A. Conditional Use Permit to Allow: a. Detached accessory building in excess of 1.500 Square Feet Elaine Beatty noted that the proper posting, publishing and mailings had been completed. She read the report of September 22, 1997 by NAC including 7 conditions of approval. NAC is recommending approval w/7conditions. Robert Cullinan stated that the peak of the garage roof is over 16', but does not exceed the principal building height. Discussion was had on how this is measured. Note: The Planning Commission wants information on how the peak is measured brought back to them. Chair Swenson opened the Public Hearing. No one wished to be heard. Richard Nichols noted that over 16' peak would not be a problem as long as it was not higher than the principal building. There were no other questions. Chair Swenson closed the Public Hearing. RICHARD NICHOLS MOTIONED TO APPROVE THE CONDITIONAL USE PERMIT FOR A DETACHED ACCESSORY BUILDING IN EXCESS OF 1,500 SQUARE FEET WITH THE 7 CONDITIONS LISTED IN NAC'S REPORT DATED SEPTEMBER 22, 1997. ING ROSKAFT SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. This will be on October 13, 1997 6:30PM Council Meeting Agenda 4 Any other Planning Commission Business Representative Vern Heidner noted that at the last Council Meeting the Council motioned to send the facilities plan drawn up by Bonestroo to MPCA. There are still a CITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES OF OCTOBER 1, 1997 - 8PM - PAGE 2 - lot of hurdles to overcome - Environmental Worksheet, etc. He explained the process for permit. Dayton still has another meeting on the 14TH of October w/their residents. It appears Otsego would own the Plant and contract with Dayton to sell capacity. We are still looking at starting the Comp. Plan. More discussion on Comp. Plan. 5. Adjourn ING ROSKAFT MOTIONED AND ARLEEN NAGEL SECONDED TO ADJOURN THE MEETING.
