11-05-97 PCCITY OF OTSEGO PLANNING COMMISSION MEETING NOVEMBER 5, 1997 8 PM OTSEGO CITY HALL I- Chair Carl Swenson will call meeting to order: Chair Carl Swenson called the November 5, 1997, Planning Commission Meeting to order at 8:00 PM. Present: Chair; Carl Swenson, Commission Members; Bruce Rask, Ing Roskaft, Eugene Goenner, Jim Kolles, Arleen Nagel, and Richard Nichols. Staff: Elaine Beatty, City Clerk/Zoning Adm.; Council Representative; Vern Heidner. Mayor; Larry Fournier 2. Consideration of the Planning Commission Minutes of October 15, 1997: ING ROSKAFT MOTIONED TO APPROVE THE PLANNING COMMISSION MINUTES OF OCTOBER 15, 1997 AS WRITTEN. SECONDED BY RICHARD NICHOLS. A transfer of one per forty (1 per 40) single family Elaine Beatty noted that the proper posting, publishing and mailings have been done. Chair Swenson noted proper hearing procedures. Elaine Beatty went over the applicant's request and reviewed the planning report by NAC dated October 22, 1997. Ms. Nancy Barthel and Mr. Raymond McKenzie have requested a conditional use permit to allow a " 1 per 40" transfer of development rights available from a 40 acre tract of land located north of 60th Street (Co. Rd.37) and west of Oakwood Avenue to create a tract south of the density transfer source. NAC recommends approval of a CUP to allow a 1 per 40 density transfer within an A-1 Zoning District subject to ten conditions which she read. Chair Swenson asked the applicant if they wish to speak. They did not. The Hearing was opened to the public. No one wished to be heard. Chair Swenson brought the Hearing back to the Planning Commission. Ing Roskaft questioned access to the proposed property. PLANNING COMMISSION MEETING of November 5, 1997 cont'd Page 2 Elaine Beatty - A pen -nit for a driveway needs to be acquired from Wright County. Richard Nichols asked the applicant to comment on Item 2, of NAC's report suggests considering shifting the proposed site ±700 feet to the east. Raymond McKenzie - The barn is in between (50' NE) and the ground is lower there. Chair Swenson brought the Hearing back to the public for comment. There was none. The public hearing was closed. EUGENE GOENNER MOTIONED TO APPROVE THE CONDITIONAL USE PERMIT FOR 1 PER 40 DENSITY TRANSFER SUBJECT TO THE TEN CONDITIONS IN NAC'S REPORT DATED OCTOBER 22, 1997. ARLEEN NAGEL SECONDED THE MOTION. ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. Elaine Beatty - This will be on the City Council agenda of November 24, 1997, beginning at 6:30 PM. 4. Any other Planning Commission Business: Vern Heidner gave an update on the wastewater treatment facility site. Also that a City Administrator has been hired on an interim basis and will be starting November 10, 1997. Chair Swenson - The City Council adopted an Ethics Ordinance. Recommended modifying Planning Commission By -Laws work rules and ethics. This will be looked at at the next meeting and any changes directed to be completed for the following meeting for review and recommendation to the City Council. 5.
