09-14-15 Special City Council MinutesSPECIAL CITY COUNCIL MEETING PRAIRIE CENTER SEPTEMBER 14, 2015 *7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 8:06 PM. Roll CaII: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Tom Darkenwald. Absent: Councilmember Doug Schroeder. Councilmember Jason Warehime arrived at 8:12 PM. Staff: Lori Johnson, City Administrator; Kevin Lamson, Street Operations Manager; Adam Flaherty, Finance Director; Ron Wagner, City Engineer and Tami Loff, City Clerk. 1. 2016 Budget. Engineering; City Engineer Wagner was present for this item. The City Council concurred as presented. CM Warehime arrived at 8:12 PM. Streets; City Administrator Johnson and Street Operations Manager Lamson reviewed the street budget. There was discussion on the budget item to maintain broken and non -working light fixtures and the tire changer. A reduction of $1,063 will be made to contractual services for the reduced need because of the tire changer purchase. The City Council concurred with the Street light, Fleet and City Hall/Public Works budget as presented. City Council; City Administrator Johnson recommended moving $800 from the Council Contingency fund to account 360 for the employee recognition program and $500 for a volunteer recognition program as discussed at a previous meeting. She stated these adjustments will not change the total amount of the budget. The City Council concurred. The City Council concurred with the Administration, Elections and Assessing budget as presented. Finance; Finance Director Flaherty said the $15,000 for contracted services is on the low side because of increased charges from ADP. He said currently ADP Payroll is around $2,000 a month. City staff is in the process of researching other payroll services to address the recent performance issues with ADP. The City Council concurred as presented. The City Council concurred with the Legal, IT and Economic Development budgets as presented. Finance Director Flaherty reviewed the general fund summary with the proposed tax levy that will be presented at the September 28 meeting. City Administrator Johnson stated the average home owner's tax will increase approximately 2.32% based on the proposed levy. The City Council concurred with the proposed levy as presented. 2.
