CITY COUNCIL WORKSHOP (COMP. PLAN)
February 18, 1998
1. Chair Carl Swenson will call meeting to order:
Chair Swenson called the Planning Commission Meeting to order at 8:00 PM.
ROLL CALL:
Planning Commission: Chair, Carl Swenson, Commission members; Eugene Goenner,
Richard Nichols, Arleen Nagel, Jim Kolles. Ing Roskaft, Bruce Rask, excused absence.
City Council: Mayor, Larry Fournier, Councilmembers; Suzanne Ackerman,
Mark Berning, Vern Heidner, Virginia Wendel.
Staff: Bob Kirmis, Assistant City Planner; John Harwood, City Engineer; Elaine Beatty,
City Clerk/Zoning Administrator; Carol Olson, Secretary, Jerry Olson, Building Official.
2. Consideration of the Planning Commission Minutes of February, 1998:
Richard Nichols - Page 9, second paragraph change encourage to discourage.
RICHARD NICHOLS MOTIONED TO APPROVE THE PLANNING COMMISSION MINUTES
OF FEBRUARY 4,1998, WITH ONE CHANGE. ARLEEN NAGEL SECONDED THE
MOTION. ALL IN FAVOR. MOTION CARRIED.
I Review and set Hearing date for Zoning Ordinance Amendment - CUP
processing_
Suggested date March 18, 1998,
Bob Kirmis - NAC's memo dated January 28, 1998, refers to the attached Draft
Amendment to Section 20-4-6 of the Zoning Ordinance. He asked the Planning
Commission for any suggestions or comments on the attached amendment. After much
discussion it was decided that Bob Kirmis will make suggested changes to the length of
the extension,(90 days administratively). The Conditional Use Permit applicant make the
request for an extension 30 days prior to the expiration date. After that administration
time extension the Planning Commission would offer a recommendation to City Council
for consideration and City Council approval. (attached)
EUGENE GOENNER MOTIONED TO SET THE HEARING DATE FOR THE ZONING
ORDINANCE AMENDMENT - CUP PROCESSING FOR MARCH 18,1998,8:00 P.M.
RICHARD NICHOLS SECONDED. ALL IN FAVOR. MOTION CARRIED.
4 Planning Commission/City Council/Planner Continue the Comprehensive
Plan review as follows:
Bob Kirmis - Memo dated February 11, 1998 and attached initial Draft of the Community
Issues and Policy Plan sections of the Comprehensive Plan Development Framework.
Bob Kirmis explained the importance of the Policy Plan and Community Issue section of
the Comprehensive Plan and asked the Planning Commission to envision what they want
the community to be. Policies are general in nature, but some issues that were not
relevant while working on the Comprehensive Plan last time are issues today.

The Planning Commission reviewed and discussed issues and made recommendations.
Bob Kirmis will put it into form and presented again to the Planning Commission when
Policy Plan and Community Issues section of the Comprehensive Plan have been reviewed
in it's entirety.
Chair Swenson - Recommended continuing discussion of the Policy Plan and Community
Issues section of the Comprehensive Plan to the next Planning Commission meeting on
March 4, 1998 at 8:00 P.M. After the scheduled Hearing on the Kadler Avenue road
closing.
5. Any other business:
Planning Commission election of officers
RICHARD NICHOLS NOMINATED CARL SWENSON FOR CHAIR. EUGENE GOENNER
MOTIONED TO CLOSE THE NOMINATIONS. ALL IN FAVOR OF CARL SWENSON FOR
CHAIR. MOTION CARRIED.
EUGENE GOENNER NOMINATED RICHARD NICHOLS FOR VICE -CHAIR. RICHARD
NICHOLS DECLINED. RICHARD NICHOLS NOMINATED EUGENE GOENNER FOR VICE -
CHAIR. EUGENE GOENNER DECLINED. EUGENE GOENNER NOMINATED BRUCE RASK
FOR VICE -CHAIR. RICHARD NICHOLS MOTIONED TO CLOSE THE NOMINATIONS.
SECONDED BY JIM KOLLES. ALL IN FAVOR OF BRUCE RASK FOR VICE -CHAIR.
MOTION CARRIED.
ARLEEN NAGEL NOMINATED JIM KOLLES FOR SECRETARY. EUGENE GOENNER
SECONDED THE MOTION. RICHARD NICHOLS MOTIONED TO CLOSE THE
NOMINATIONS. ALL IN FAVOR FOR JIM KOLLES FOR SECRETARY, MOTION
CARRIED.
Vern Heidner updated the Planning Commission on the meeting with Dayton regarding
Sewer and Water issues.
6. Adjourn
RICHARD NICHOLS MOTIONED TO ADJOURN. ARLEEN NAGEL SECONDED THE
MOTION. ALL IN FAVOR. MOTION CARRIED.
