03-18-98 PCCITY OF OTSEGO PLANNING COMMISSION MEETING CITY COUNCIL WORKSHOP (Comp. Plan) March 18, 1998 - 8 PM 1 Chair Swenson will call meeting to order: Chair Swenson called the March 18, 1998 Planning Commission Meeting to order at 8:00 PM. Roll Call: Planning Commission: Chair; Carl Swenson, Commission members; Ing Roskaft, Arleen Nagel, Eugene Goenner, Richard Nichols, and Jim Kolles. Bruce Rask excused absence. City Council: Larry Fournier, Mayor; Councilmembers; Virginia Wendel, Vern Heidner, Mark Berning, and Suzanne Ackerman. Staff: John Harwood, City Engineer; Bob Kirmis, Assistant City Planner; Elaine Beatty, City Clerk/Zoning Administrator; Jerry Olson, Building Official; Carol Olson, Secretary. 2Consideration of the Planning_ Commission Minutes of March 4, 1998: Arleen Nagel - Page 3, Item #6 - There appeared to be something missing. Eugene Goenner stated that the question was if re -subdivision was going to be allowed. Change is - add "in new sewered district" Vern Heidner - Page 3, Item 6, last line add "there are" after and. RICHARD NICHOLS MOTIONED TO ACCEPT THE PLANNING COMMISSION MINUTES OF MARCH 4, 1998, WITH CHANGES. ARLEEN NAGEL SECONDED THE MOTION. ALL IN FAVOR. MOTION CARRIED. I Public Hearing to consider Amendment to the Otsego Zoning Ordinance - CUP Processing (Section 20-4-6) Chair Swenson opened the Public Hearing. Elaine Beatty stated that the proper publications and postings had been made. Bob Kirmis went over the Amendment to Sec.20-4-6 of the Zoning Ordinance. This amendment would allow the Administrator to grant a 90 day extension from the initial CUP expiration date. Also the City Council may grant an extension up to one year upon recommendation from the Planning Commission and City Staff. The changes are highlighted in the Draft Ordinance. Chair Swenson opened the Public Hearing for comments. There was none. Chair Carl Swenson brought the Hearing back to the Planning Commission for discussion. Eugene Goenner questioned the number of extensions. Bob Kirmis stated that Sec.20-4-6. B.2. states -"The extension shall not exceed one year from the initial conditional use permi xpiration date". (see attached) Under Sec.20-4-6.A.3.- The consensus was to add the word "Administrative " to denote the type of extension being granted. Vern Heidner - There are to be no charges for an administrative extension, but something needed to be added to address costs incurred under Sec. 20-4-6.B. PLANNING COMMISSION/CITY COUNCIL WORKSHOP MEETING of March 18, 1998 cont'd Page 2 Bob Kirmis will make the necessary changes, C. will become Item A.5 and Item B.3 will be added to address any charges. Chair Swenson closed the hearing. EUGENE GOENNER MOTIONED TO ADOPT THE AMENDMENT REGARDING EXTENSIONS TO THE CONDITIONAL USE PERMITS WITH CHANGES. RICHARD NICHOLS SECONDED THE MOTION. ALL IN FAVOR. MOTION CARRIED UNANIMOUSLY. 4 Planning Commission/City Council/Planner Continue the Comprehensive Plan Review as follows: AContinue review of Policy Plan. Beginning on Page 46, Item 10. Page 437 Item 15, - The consensus was to delete the first sentence. Mayor Fournier - Page 47, Item 22, - Larry asked to define. John Harwood explained that 30 percent capacity is the goal, but 60,000 gal. is the maximum per day capacity. Richard Nichols - Page 48, item 25 - Richard asked if the northeast quadrant was developable while in the Wild and Scenic district area. Bob Kirmis - The City will support commercial development of Hwy 101/Co 42 and Hwy 101/Co 39 intersection within the Wild and Scenic in the hope that the DNR will support our position. Mayor Fournier - Page 48, Item 4. - Questioned the term "less stringent". After much discussion the consensus was to delete "through the application of less stringent industrial use performance standards to the area". Number four (4) to read, "Home occupation/home business relocation opportunities shall be provided in the former Frankfort Township commercial/industrial area". Page 49, Item 13.,Consensus was to eliminate this item because it is covered with item 19. Page 50, Item 3, and 4, with a restated Item 37 from page 39 added here. Page 51, Item 9, consensus was to replace the word provide with the word insure. Consensus was to delete Item 5, Item 8, and Item 13. Page 53, Item 13, - Agreed to replace the word evaluated with the word encouraged. Page 54, Item 14, - Agreed to add the word intersection. Page 55, Item 19, - Agreed to delete the word snowmobiles and add trails. Page 56, Item 1, under Pedestrian/Bicycle - Agreed to delete the first sentence. Item 2, replace the word provided with the word considered. Page 57, Item 4, - Agreed to delete isolated neighborhoods. Consensus was to delete Items 5, 7, 8, 13, 14, and 16. Page 58, Item Agreed to delete Item 18, 19, 21, 22, 24, 26, and 28. Under Item 23, delete "in good repair". Under Item 29, delete "all terrain". Page 60, Item 11 Agreed to delete "and schools". Page 61, Item 4, Agreed to delete "constantly". Agreed to combine Items 6, and 7, to make one statement. The March 25, 1998 Special Planning Commission/City Council Workshop meeting will begin on page 65, Item 1, Governmental Buildings, Facilities and Services, portion of the Policy Plan. 5. Any other Planning Commission Business: John Harwood stated that he is informing utility companies, cable TV, schools, fire departments, police and all the emergency service agencies of any growth plans. He is sending copies of the 1998 program and maps to inform them of the future expected growth, allowing them to make long range plans. 6. Adjourn• ING ROSKAFT MOTIONED TO ADJOURN.
