ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No I No BACKGROUNDMUSTIFICATION: The proposed IDS #726 E-8 School located north of 80th Street between Maiver Avenue and Marlowe Avenue. The School location is outside the current water and sewer district and therefore a temporary lift station is necessary as well as extending watermain and sanitary forcemain to service the property. The existing 80th Street is a 24' wide bituminous street typical of most Otsego rural streets. To accommodate the increase in traffic the school would generate, 80th Street must be widened and improved to match the City of Otsego 46' wide urban street section, typical of other minor collector streets in Otsego. The wider section is needed to provide turning and bypass lanes from Maciver Avenue to past the eastern most School entrance. The School District has previously agreed (and signed an agreement) to financially reimburse the City of Otsego for the 80th Street, Storm Sewer, and the Temporary Lift Station improvements up to $1,100,000 which was based on preliminary Engineering cost estimate prepared in June 2015. The school has since revised it layout and the entrances to 801h Street and utility locations have shifted slightly. These changes may affect the total project cost but we believe that there is enough contingency in the $1,100,000 estimate to accommodate the changes. The watermain and sanitary sewer forcemain is proposed to be paid for using WAC and SAC fees. BUDGET INFORMATION FUNDING: BUDGETED: ❑ YES ISD #728 Assessments x NO WAC & SAC Funds ACTION TAKEN ❑ APPROVED AS REQUESTED ❑ DENIED ❑ TABLED ❑ OTHER (List changes) COMMENTS: RESOLUTION NO. 2015 - 62 RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE PUBLIC IMPROVEMENTS TO SERVICE THE PROPOSED NEW ISD #728 E-8 SCHOOL WHEREAS, it is proposed to construct public improvements including urban street, bituminous trail, storm sewer, watermain, sanitary forcemain, and a temporary lift station and WHEREAS, 80" Street will be reconstructed and widened from approximately 500' west of Maciver Avenue NE to 1/ mile east of Maciver Avenue NE to service the proposed school entrances as depicted E-8 School plans dated September 22, 2015 and WHEREAS, a temporary lift station will be constructed at a location approximately 800' north of 80th Street for the E-8 Schools gravity sewer to discharge to and WHEREAS, watermain and sanitary forcemain will be extended north of 80th Street approximately 800' to provide public utility service to the proposed school and WHEREAS, it is proposed to assess the benefiting properties for all or a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF OTSEGO, MINNESOTA; That the proposed improvement be referred to Hakanson Anderson for study and that they are instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended.
