service the proposed IDS #728 E-8 School,

BACKGROUND/JUSTIFICATION:
Please refer Request for City Council Action pertaining to the Resolution Authorizing the preparation of
the Feasibility Report. If the Council has passed the Resolution ordering the preparation of a Feasibility
Report for the Public Improvements to service the proposed IDS #728 E-8 School, the next step would be
to approve a resolution ordering the preparation of plans and specifications.
As part of the progression of the School property development a preliminary layout and cost estimate of
the improvements has already been completed. The School has already signed an agreement that they
will pay for the 80th Street and Lift Station improvements up to $1,100,000. Staff believes that the
Feasibility Study is mostly a formality at this stage and in order to construct the improvements in 2016
and take advantage of more favorable bidding conditions (i.e. bidding in February or March) therefore it
is recommended that the preparation of the plans and specifications be started prior to the acceptance
of the Feasibility Study.

RESOLUTION ORDERING PREPARATION OF PLANS AND SPECIFICATIONS
FOR THE PUBLIC IMPROVEMENTS TO SERVICE THE PROPOSED ISD #728
E-8 SCHOOL
WHEREAS, a resolution of the City Council adopted the 12t" day of October
2015, ordering Hakanson Anderson to prepare plans and specifications for the
public improvements including for reconstructing 80t" Street NE from 500' west of
Maciver Avenue NE to % mile east of Maciver Avenue NE, including a bituminous
trail, storm sewer, watermain, sanitary forcemain, and a temporary lift station;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OTSEGO, MINNESOTA:
1. Hakanson Anderson is hereby designated as the engineer for this
improvement, and are hereby directed and authorized to prepare plans and
specifications for the making of such improvement.
