BACKGROUND/JUSTIFICATION:
Representatives of P & F Machining, Inc., and city staff and consultants are continuing to make progress
on several fronts in finalizing the proposed development project on Great River Centre Outlot A. As you
know, it was our intent to have a draft development agreement before the Council for review on
October 12. However, for several reasons that has been delayed until October 26 at the earliest. This
delay should not affect the project start date; it simply gives both the developer and the City an
opportunity to resolve and answer several outstanding items before presenting the agreement to the
Council.
One of those items is timing of receipt of the deed from the State of Minnesota. We learned last week
that Wright County's request to have the deed transferred from the State to the City wasn't made until
last week thus delaying the transfer of property. We have been told by the County, though, that the
transfer should be routine.
The TIF application and fee have been received; hence, drafting of the TIF agreement can now begin. A
request to call a public hearing on the TIF district will be forthcoming, possibly in January. That will
allow time for the title, platting, and assessment items to come together before finalizing the TIF district.
The biggest unknown at this time relates to the infrastructure project, both in terms of the amount that
can be supported by assessments and the amount of DEED grant funds, if any, that will be awarded. The
DEED Infrastructure Grant application was submitted on September 17, and based DEED's past practice,
notification of the outcome is expected within in the next month or two. As of Tuesday, we completed
meetings with abutting property owners and the appraiser now has authorization to contact all affected
property owners. The appraisals, which will determine the assessment revenue potentially available
from abutting parcels, will be complete by October 21. Depending upon the total assessable amount
determined in the appraisals, alternate construction and financing options may need to be considered.
Clearly, Outlot A can't support the full cost of this infrastructure project without financial assistance.
Further, the preliminary plat of Clutlot A is currently scheduled for the November 2 Planning Commission
meeting. Final plat approval by the City Council will be delayed until the development agreement is
solidified to ensure that the City does not incur additional expense if plat or lot -line adjustments are
needed later.
As I stated earlier, no action is requested from the Council at this time. We will stand for any questions
the Council has at the Council meeting regarding this project.
