RECOMMENDATION:
Recommend calling a special meeting for October 19 to discuss Albertville Otsego joint fire services.

BACKGROUND/JUSTIFICATION:
At the September 30, 2015, Albertville Otsego Joint Fire Advisory Committee meeting, Committee
members all agreed that the Committee is at a point that it needs to check -in with and reaffirm direction
from the two City Councils. Previously, each City Council gave general direction to the Committee to
explore joint fire service options between the two cities including the possibility of entering into a joint
powers agreement (JPA). The Committee completed preliminary review and is now prepared to present
those findings.
Before the Committee commits the time and resources necessary to evaluate thoroughly whether a JPA
is indeed the best option for both cities, and if so, begins drafting a JPA, the Committee felt Council
direction to do so was in order. Therefore, a special meeting to discuss this topic is requested on
October 19. The Albertville City Council will also discuss this topic and provide direction to its
Committee members at its meeting on the 19th
Again, the action that the Committee is requesting on the 19th is not whether to enter into a JPA, but
rather, whether the City wants to commit staff time and possibly consultant time to continue exploring
entering into a JPA. If so, at future decision points in the process, the Committee will request City
Council direction and decision making before proceeding.
