MINUTES
1. Meeting called to order by P. C. Chair Carl Swenson.
Chair Swenson called the meeting to order at 8PM

Mike Robertson, City Administrator, Elaine Beatty, City Clerk/Zoning
Administrator, David Licht, City Planner, Dan Licht, Assistant City Planner, and John
Harwood City Engineer from Staff
2. Meeting turned over to Mayor Larry Fournier
Chair Swenson then turned the meeting over to Mayor Fournier who welcomed everyone.
He stated that this is the third meeting on the Ag. area and if we do not get through
tonight he recommends that the Staff go ahead with the portions of the Comprehensive
Plan agreed upon. He then turned the meeting over to Dan Licht, Assistant City Planner.
3. Continued Comprehensive Plan Discussion (AG Preserve Area) with Dan Licht,
Planner
Dan Licht then explained NAC's July 17, 1998 Memo with options for Ag area of Otsego.
(See attached memo)
There was discussion of the July 17th Report and more information from Dan Licht as to
how he had obtained information for this report.
David Licht discussed the effects of the regional transportation system and highway
capacity. He stated that every year traffic has been increasing is 7% and every 15 years it
doubles. This has major consequences for the growth of Otsego. Buses and commuter
rail were discussed.
There was discussion of residential density and what should be allowed, if any in the Ag
area. Clustering was discussed. Farms and feedlots were discussed and the possibility for
conflict with development. There was discussion of setbacks from residential to farm and
farm to residential.
It was decided that Dan Licht will bring more information and next meeting was set for
August 5, 1998 at the regular P.C. Meeting 8PM. At this meeting they will set a Comp.
Plan Hearing Date.
