NOVEMBER 4, 1998 - 8 PM
1. Chair Carl Swenson will call meeting to order
Chair Swenson called the Special November 4, 1998 Planning Commission Meeting to
order at 8 PM.
Roll Calli
Planning Commission: Carl Swenson, Richard Nichols, Arleen Nagel, and Eugene
Goenner. Jim Kolles arrived at 8:05 p.m. Absent: Bruce Rask and Ing Roskoft had
excused absences.
Council members: Council Representative Vern Heidner, Mayor Fournier,
Councilmembers Suzanne Ackerman, Mark Berning, and Virginia Wendel.
CityS.tatf: City Administrator Mike Robertson and Assistant City Planner Dan Licht.
')_ Consideration of the Planning Commission Minutes of October 21, 1998
Eugene Goenner noted he should be listed as present at the start of the meeting. Eugene
Goenner also noted that two of the votes were listed incorrectly on the Ahmann CUP, that
he voted against the CUP and Chair Swenson voted in favor.
Commissioner Nichols motioned to accept the October 21, 1998 Planning
Commission Minutes as amended. Seconded by Goenner. Carried 4-0.
Commissioner Jim Kolles arrived at 8:05 p.m.
Assistant Planner Licht summarized the staff report and noted that since this is a newly
created Zoning district, he had prepared a memo that was a series of policy statements.
He requested that the Planning Commission and City Council review the memo and that
he would prepare a detailed Zoning Ordinance amendment based on their direction.
The Planning Commission and City Council reviewed the purpose statements. There was
much discussion of how cluster housing was currently working out in Lake Elmo and
Marine -on -St. Croix, the only two communities in Minnesota to try it so far. City
Administrator Robertson was directed to contact the Washington County Assessor's office
to see how they treated the open space in cluster housing developments in terms of how it
was taxed. Robertson said he would also discuss the issue with the City Assessor and City
Attorney. The Planning Commission and City Council agreed that the purpose statements
were OK.

The Planning Commission and City Council reviewed the permitted, accessory, and
conditional uses. After discussion, they were in consensus that feedlots would not be a
permitted use in the cluster district. They were also in consensus that existing feedlots in
the district would be protected by the same reciprocal setbacks as in the Ag district. They
were also in consensus that a farmer with a feedlot who wished to rezone their land to
cluster housing would have to discontinue their feedlot operation. The Planning
Commission and City Council agreed that the remainder of the permitted uses, along with
all of the accessory and conditional uses, were OK.
The Planning Commission and City Council reviewed the Open Space requirements.
There was considerable discussion over what constituted open space. The Planning
Commission and City Council were in consensus that 50% of the net buildable land would
be reserved as open space.
Commissioner Nichols motioned to adjourn. Seconded by Commissioner Goenner.
All in favor. Motion carried. Meeting adjourned at 10:03 PM.
Discussion on this topic will continue at the next Planning Commission meeting.
