MINUTES
NOVEMBER 30,1998 - 8PM
1. Chair Carl Swenson will call meeting to orders
Due to lack of quorum, Chair Swenson called the meeting to order at 8:20PM.
ROLL CALL:
Chair Carl Swenson, Commissioners Arleen Nagel, Gene Goenner and Jim Kolles.
Bruce Rask, Richard Nichols and Christian Mbanefo were absent
Mayor Larry Fournier, Council Members Heidner, Berning, Wendel and Ackerman
Staff Members Scott Richards, NAC Assistant Planner and Elaine Beatty, City
Clerk/Zoning Administrator and Jerry Olson, Building Official
The following was taken first due to lack of a quorum:
3. Review of the Zoning Ordinance Amendments for the Rural Open S4?ace
Cluster District- (Final Draft).
The Memo of November 25, 1998 changes were reviewed.
CM Heidner questioned 50% Vs 75% on page #2, Re: percent of house front
showing. After much discussion a compromise of 60% was agreed upon.
Chair Swenson said on 20-77-7 he has a problem with open space over and above
the park dedication fee. Discussion of the open space and Scott Richards said that the
park dedication would probably be a fee. Chair Swenson felt it was still unreasonable. It
was discussed that the land would be dedicated to private ownership, not the public. If
the City decides to take land for a park, it comes out of the 50% open space amount, it is
not deducted from the buildable area.
Page #12: CM Berning brought up if the streets were one way? Answer: No, one
goes one way and one the other way with an opening to get back and forth. Discussion of
the boulevard in the middle example.
Page #14 - Building Height
E. Change 50% to 40%.
General Development Standards:
F. Landscaping and Lawns
Remove #'s 1 and 2 and #3 Stays in
Page #15: #2, basin should be changed to "basic„
Page #15: 4. Last line, change ease to "each" and remove "such"
Page #17: #4. at bottom of the page remove the first phrase "except in the case
of manufactured home. * *(Scott Richards will check on this further)
Page #18: #5. Add second line after yard "principal building"
Page #19: Sec. 4 third line change R -O to "R -C"
4. Review of Accessory Buildings for the Large Lot Unsewered Development
Scott Richards - Pg. #3 issue - Pg. 4. All issues underlined. He recommended we
go page by page. It was agreed that everyone would take this home and read it, as

everyone received the information late and start with it next P.C. Meeting 12/9/98 after
the Public Hearing.
2. Consideration of the Planning Commission Minutes of:
A. Planning Commission Special Meeting of November 10, 1998
GENE GOENNER MOTIONED TO APPROVE THE NOVEMBER 10, 1998
PLANNING COMMISSION SPECIAL MEETING MINUTES AS WRITTEN.
ARLEEN NAGEL SECONDED THE MOTION. MOTION CARRIED
UNANIMOUSLY.
B_ Joint Planning Commission/City Council Meeting of Nov_ 18, 1998
GENE GOENNER MOTIONED TO APPROVE THE NOVEMBER 18, 1998
JOINT PLANNING COMMISSION/CITY COUNCIL MEETING MINUTES AS
WRITTEN. JIM KOLLES SECONDED THE MOTION. MOTION CARRIED
UNANIMOUSLY.
5. Any other P.C. Business
Gene Goenner noted that the 16th of December meeting he cannot attend.
CM Heidner discussed the water tower site and ground breaking ceremony being
proposed. He noted that on November 23, 1998 Council passed the Zoning Ordinance
and Subdivision Ordinance for the sewered area. It was noted that on the 16TH of
December a Hearing is being held before MPCA Citizen Committee with Mike Robertson,
Ted Field and Mayor Fournier attending. 1
ARLEEN NAGEL MOTIONED TO ADJOURN. JIM KOLLES SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY. MEETING ADJOURNED AT
9:42PM

Commission Meeting for December 16,1998 at 8PM has been
canceled due to lack of agenda items.
Please note that the next Planning Commission Meeting
will be held at 8PM on MONDAY, JANUARY 4, 1998. (This is
the new schedule for first and third MONDAY Meetings instead of
WEDNESDAYS.
