06-07-99 PCCITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES MONDAY, JUNE 7, 1999 - 8PM 1. Chair Carl Swenson will call meeting to order: Chair Swenson called the meeting to order at 8PM. ROLL CALL: Planning Commission: Chair Carl Swenson, Bruce Rask, Richard Nichols, Patrick Moonen, Eugene Goenner and Christian Mbanefo, Alternate. Arleen Nagel, excused absence, Jim Kolles, absent. Council Members: Vern Heidner Staff. Elaine Beatty, City Clerk/Zoning Administrator and Daniel Licht, City Planner. 2 Consideration of the Planning Commission Minutes of- A. fA. Mgy 17, 1999 P C Meeting BRUCE RASK MOTIONED APPROVAL OF THE P.C. MINUTES OF MAY 17, 1999 8PM MEETING AS WRITTEN. RICHARD NICHOLS SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 3. Continued Hearina by Analicant Chris Bulow, Bulow, Inc. P.O. Box 506, Elk River, MN for owners Donald and Phyllis Greninger 9383 Kadler Ave. NE, Otsego, MN PID #118-800-142402 in Section 14, Township 121, Range 24. Property is NE of Co. Rd. #39 and Kadler Ave NE and is approximately 82.46 acres total Request is as follows: A. Rezone from A-1, General Agricultural to R -C, Residential Open Space Cluster District. B. Concurrent Concept/Development Stage PUD -CUP to allow a privately owned commercial recreational use as required open space and establishment of proposed staggered setbacks for residential lots in an R -C District. C. Preliminary Plat NOTE: Attached is a letter from Applicant Chris Bulow asking for this item to be continued to the June 21 1999 - 8PM P.C. Agenda due to more information being gathered. (INCON1 PLETE INFORMATION) Chair Swenson noted that this item was continued from May 17, 1999 P.C. Meeting. He noted that Mr. Bulow has asked to have the P.C. continue this item to the June 21, 1999 8PM P.C. Agenda. CITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES OF JUNE 7, 1999 AT 8PM - PAGE 2 - 4 HEARING for Applicant/owners Frank P and Annick C. Muller 8416 Oakwood Ave NE Otsego, MN PID #118-034-001030 in Section 20 Township 121 Range 23. Legal description is Lot 3 Block 1 Vasseur's Oak Grove Estates 3RD Addition. Propedy is on Oakwood Avenue NE and South of 85TH ST NF This is a I -acre parcel zoned R-3 residential. Request is as follows: 1 A Conditional Use Permit to consider relocation of a building (residential dwelling) in an R-3 Residential Zoned Area. Elaine Beatty noted that the proper publication, posting and mailings had been completed. Dan Licht, City Planner explained his June 1st Staff Report. He noted that it is the intent of the CUP to determine if the move -in structure is compatible. NAC recommended approval of the CUP subject to 5 -conditions on Page 2 of NAC's planning report. Chair Swenson asked the applicants if they wished to add anything. Mr. Muller noted that the septic system is being updated. Chair Swenson explained the public hearing procedure. HEARING WAS OPENED TO THE PUBLIC. No one spoke. Discussion was brought back to the P.C. There was no discussion. Chair Swenson opened discussion back to the public. No one spoke. Chair Swenson CLOSED THE HEARING. RICHARD NICHOLS MOTIONED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE REQUESTED CONDITION.AL USE PERMIT TO ALLOW RELOCATION OF A BUILDING (HOME), SUBJECT TO THE FIVE (5) CONDITIONS IN NAC'S REPORT. CHRISTIAN MBANEFO SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. It was noted that this item will be on the June 14, 1999 City Council Agenda at 6:30PM. 5. Any other P.C. Business a.
