Chair Carl Swenson will call meeti 2 to order: Chair Swenson called the Planning Commission Meeting to order at 8PM Cvl Heidner introduced the two new members of the Planning Commission recently appointed; Steve Schuck, Regular Member and Ken Fry. Alternate Member. ROLL CALL: Planning Commission: Chair Carl Swenson. Steve Schuck, Richard Nichols. Patrick Moonen, Arleen Nagel, Ken Fry, Alternate; Jim Kolles arrived at 8:05PM. Staff. R fike Robertson, City Administrator, Elaine Beatty, City C.lerk!Zoning Administrator, and Dan Licht, City Planner. Citi' Council: CM Heidner, CM Berning and CII Ackerman, arrived late. 2. Consideration of the Planning Commission Minutes of: A. October 18, Monday, 1999 P C Meeting Richard Nichols - On Page 4, where it says" Richard Nichols said you have to be careful with metal siding", he said he did not say this. State of Mn Property is zoned R-2 Residential (Immediate Service Area - Lame Lot) and located on 85TH ST between Nashua Ave NE and Odean Ave NE. Request is as follows: A Conditional Use Permit to allow relocation of an existing home: Elaine Beatty noted that the proper publication, posting and mailing had been completed. Dan Licht reviewed the Planning Report by NAC dated November 23, 1999. He also noted the issues raised by the City Engineer and Applicants response to those issues. He noted that :TAC feels this is highly positive and recommends approval subject to conditions on page #2 of the report and that the security is for public right-of-way protection. He noted that Presler's daughter is in the audience as they were unable to attend this hearing. The applicants daughter did not wish to add anything. Chair Swenson OPEN -ED THE PUBLIC HEARING. John Daniels, President 5681 Parnel Avenue, Rogers, i*yfu. 53374, (Long Haul Trucking)for PID .41 1 8-1 32-002020 in Section 34, Township 121 Range 24 Legal description is Block 2 Lot 2, Otsego Industrial Park. Inc. Property is located at 65TH Street and Jansen Avenue NE. Request is as follows: A. A Conditional Use Permit Amendment to allow a Fueling Facility as an accessory use to truck service B. Site and Building Plan Review Elaine Beatty noted that the proper publication, posting and mailing had been completed. Dan Licht reviewed the Planning Report by NAC dated November 30. 1999. He noted that the second access is requested, but is not recommended by the City Engineer. A nurp pond is recommended by the City Engineer. Staff recommends CITY OF OTSEGO PLANNING COMMISSION MEETING OF DECEMBER 6, 1999 AT8PM- PAGE 3 - approval with the satisfaction of the performance issues and subject to the ten conditions of NAC_.'s Report. Roger Anderson, Engineer for John Daniels - Asked for a clarification Re: Curb, nurp ponds, and the second access_ After discussion, -N/Ir. Anderson said he would discuss these issues �Nith the City Engineer. 1/Ir. Anderson also noted concern with the canopy in that it is different than the photo provided. He explained that there would not be a small building and the canopy will not be built for 5-vears or so. Since the lighting is to be mounded under the canopy, and it is not being installed right away, they would like to suggest light on poles, downcast (for safety) and Mr. Licht recommending the type. HEARING WAS OPENED TO THE PUBLIC by Carl Swenson. No one spoke. Discussion was brought to the P.C. Mike Robertson - Brought up the parking problem and the long term storage of vehicles at the Long Haul lot. John Daniels - Noted that vehicles are being parked there only when drivers drop them off when they pick up their trucks. Richard Nichols asked Dan Licht if Item #3 of Staff Report covers the concern of access. Dan said yes. Item #5 of Staff Report - Strike the middle words "which must be flush mounted to the underside of the canopy",was agreed to. This will be subject to further review by the City Engineer. RICHARD NICHOLS MOTIONED TO RECOMMEND APPROVAL OF THE REQUESTED CUP WITH TWO REVISIONS #5 REVISED AS NOTED ABOVE AND #8 CONCRETE CURB BE PROVIDED AROUND THE PERIMETER OF THE PARKING AREA, SUBJECT TO FURTHER REVIEW BY THE CITY ENGINEER. John Daniels, President 5681 Parnel Avenue, Rogers, Mn. 55374, (APEX BUILDIlVG ADDITION) for YID #118-132-001010 and PID #118-132-1020 in Section 34, Township 121. Range 24. Legal description is Block 1, Lots 1 and 2, Otsego Industrial Park, Inc. (APEX) property is located at 65TH ST and Jansen Ave NE. Request is as follows: A. Preliminary and Final Plat/Administrative Combination of Lots 1 and 2, Block 1 of Otsego Industrial Park into Lot 1, Block 1, Industrial Park 3RD Addition. B. Vacation of Drainage and utility Easement. C. Site and Building Plan review of APEX Proposed Addition. Elaine Beatty noted that the proper posting, mailing and publishing was completed. Dan Licht reviewed NAC's Report of November 29, 1999 and noted that the third access proposed was not recommended by the City Engineer, because of traffic stacking concerns. The Hearing for vacation of easement is on the Council Agenda for December 13, 1999 at 6:30P�-vf. Roger Anderson, Engineer for John Daniels noted that he had two issues: CITY OF OTSEGO PLANNING COMMISSION MVIEETING OF DECEMBER 6, 1999 AT SPM - PAGE 4 - I. The third access is for the best interest of the project and said there are very few times that there is much traffic, because the rental properties have different hours and the staff is not that large. 2. Curbing - It is unclear where it needs to be added_ HEAREv'G WAS OPENNED TO THE PUBLIC by Chair Swenson. John Daniels - Having cars and trucks in the same area is a problem for us. Tenants won't like semis driving near their window and parking. There is no factory work at APEX. It is service type of businesses and they have varied hours. Some occupy their offices only three or four days a month. There is no set time that is a rush on traffic. The addition is warehouse only and will have only two employees. HEARING WAS CLOSED. RICHARD NICHOLS MOTIONED TO RECOMMEND APPROVAL OF THE PRELIMINARY AND FINAL PLAT OF LOTS 1 AND 2, BLOCK 1, OTSEGO INDUSTRIAL PARK SUBJECT TO CONDITIONS OF NAC'S REPORT. PATRICK MOOINAN SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. RICHARD NICHOLS MOTIONED TO APPROVE THE SITE AND BUILDING PLANS OF APEX BUILDING CENTER SUBJECT TO 12 CONDITIONS OF NAC'S REPORT. Update on Council action by CIVI Vern Heidner CM Heidner updated the P.C. on approval of Christ Lutheran Church and Rudy Thibodeau's expansions and Chris Bulows park and trait dedication fees and trail. He explained the 2040 budget and tax levy and asked Elaine Beatty to check on P.C. seminars for new members. 6. Adjourn by 1QPM RICHARD NICHOLS MOTIONED TO ADJOURN.
