04-03-00 PCCITY OF OTSEGO PLANNING COMMISSION MINUTES APRIL 3, 2000 - 8PM 1. Chair Swenson will call the Planning Commission Meeting to order. Chair Swenson called the Planing Commission Meeting to order at 8:04PM. ROLL CALL: Planning Commission: Chair Carl Swenson, Steve Schuck, Patrick Moonen, Arleen Nagel, Jinn Kolles, Igen Fry -1st Alternate. Richard Nichols and Cluistian NIbanefo, absent. Staff: Elaine Beatty, City Clerk/Zoning Adm., Dan Licht, City Planner. Mike Robertson, City Administrator, Absent Council: Mayor Larry Fournier, C.M. Vern Heidner, C.M. Mark Bernin¢, C.M. Virginia Wendel. 2. Consideration of the Planning Commission Minutes of: A. Monday, March 20, 2000 - 8PT1 Arleen Nagel noted that a motion on Page 5 was missing RE: Motion to Rezone. Elaine will correct this. JIM KOLLES MOTIONED TO APPROVE THE MARCH 20, 2000 P.C. MINUTES WITH THE CORRECTION. ARLEEN NAGEL SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 3. HEARING for Owners Randal and Deborah Carron 14975 - 95TH ST NE Otsego. MN. 55330. PID #'s 118-500-211100 and #118-500-164401. Legal description is on file at the City of Otsego Clerks Office. Property is in Sections 21 and 16, Township 121, Range 23. This property is located at County Road #39 (95TH ST NE and Ohland Avenue NE). Request is as follows: A. A Conditional Use Permit to allow relocation of a home to an A-1 (General Agricultural Zoned Lot - Residential Use) Chair Swenson explained the request. Elaine Beatty noted that the proper posting, publishing and mailings were completed. Dan Licht reviewed the planning report of March 28, 2000.(Attached) He noted that Staff recommended approval with the 5 -conditions listed in the report. Debbie Carron, Owner/Applicant - Noted a correction to the planning report that access is off of 95TH ST NE, not 85TH ST NE. She also noted that the moving company that is moving the home has public liability insurance. They are tearing down the old house right away, not after the home is placed as they originally thought. Dan Licht - Noted that the City Building Official will determine the amount of escrow needed and answer any building questions, in answer to Ms. Carron's questions. HEARING NK-kS OPENED TO THE PUBLIC. Chair Swenson explained the formal hearing procedure. No one spoke. Discussion went back to the Planning Commission. HEARING WAS CLOSED BY CHAIR SWENSON. HEARING for Owners Arlyn & Judith Bajari, 7121 Nadler Avenue N.E. (Otsego) Monticello, Mn 55362 and Applicant Bauerly Brothers Inc 4787 Shadowwood Drive NE, Sauk Rapids, Mn. 56379. PID #'s involved are 118-800-273401 (41.17 Approx. Acres) and #118-800-274400 (27.34 Approx. Acres) all in Section 27, Township 121, Range 24, Wright County, City of Otsego, MN. Legal description is on file at the City- Clerk's Office, City of Otsego. This property is located W of Kadler Avenue N.E. and N of 70TH ST N.E. and N of I-94. Request is as follows: A. Rezone from A-1 (General Agricultural, Rural Service Area) to I-2 (General Industrial District) the entire 41.17 and 27.34 approximate acres. OR B. Rezone the 2 Acres to be leased by Bauerly Brothers, Inc. from A-1 (General Agricultural, Rural Service Area) to I-2 (General Industrial District) C. Conditional Use Permit to allow outside storage in an I-2 District. Chair Swenson - explained the request. Elaine Beatty - noted that the proper posting, publishing and mailings were completed. Dan Licht - Reviewed the brief planning report and noted both his and the City Engineer's concerns. The Staff will meet with the applicant on Wednesday the 5th of April. More information is needed to proceed with this application. (See attached planning report and engineer's list). CHAIR SWENSON OPENED THE HEARING. In view of the Staff Report and more information is needed: ARLEEN NAGEL MOTIONED TO CONTIiNUE THE HEARING TO TNIONDAY, APRIL. 17, 2000 AT 8PM FOR OWNERS ARLYN AND JUDITH BAJARI AND APPLICANT BAUERLY BROTHERS, INC. STEVE SCHUCK SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY CM Heidner asked if the Wright County Assessor could be asked if the City gets additional tax base. 7. Any other P.C. Business - A. Update on Council Action by CM Vern Heidner Vern Heidner noted that "the Pointe" Preliminary Plat was approved by the Council with the same conditions as the P.C. recommended. "Prairie Creek 2N -D Addition" was approved by the Council. The Feedlot Ordinance Amendment Re: Registration was approved unanimously by the Council. The Swiggum/TV1H Request was denied by the Council on a 3 to 2 vote, and the issue was changing, the zoning before a specific use is known.
