07-03-00 PCCITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES JULY 3, 2000 - 8 PM 1. Chair Carl Swenson will call meeting to order. In Carl Swenson's absence, Chair Richard Nichols called the July 3, 2000 Planning Commission Meeting to order at 8 PM. Roll Call: Planning Commission: Richard Nichols, Ken Fry, Arleen Nagel, Pat Moonen, and Steve Schuck. Christian Mbanefo arrived at 8:03 p.m. Absent: Carl Swenson, Eugene Goenner, and Jim Kolles had excused absences. Councilmembers: Council Representative Vern Heidner, Mayor Fournier, and Councilmember Suzanne Ackerman. City Staff, City Administrator Mike Robertson and Assistant City Planner Cindy Sherman. 1 Consideration of the Planning Commission Minutes of Tune 19 2000 Commissioner Nagel motioned to accept the June 19, 2000 Planning Commission Minutes. Seconded by Commissioner Schuck. Carried 5-0. Commissioner Christian Mbanefo arrived at 8:03 p.m. 3. Carey Lyons of VanMan Companies, architect for Christ Lutheran, stressed that the exterior material will be durable, maintenance free, and will not have exposed fasteners. They intend to re -do the siding on the first building with the same material if approved. Richard Nichols asked if the trim would be a contrasting color? Lyons said yes it will. Christian Mbanefo asked about the durability of the siding. Lyons said it has a lifetime warranty covering fading. Richard Nichols opened the hearing for public comments. Hearing no comments the public hearing was closed at 8:17 p.m. Christian Mbanefo said that since the Church was at the entrance to the City's commercial area, he did not support 100% metal siding and would prefer more brick or stone on the exterior. Richard Nichols said that he shared those concerns, but would support the request because it is allowed by the ordinance. Councilmember Heidner requested more information on the type of metal and the warranty. Commissioner Nloonen, seconded by Commissioner Fry, moved to recommend approval of the Conditional Use Permit. Units Assistant Planner Sherman summarized the staff report. Brenton Kent, Secure Mini - Storage, indicated that the storage units were aimed more at higher end residential than commercial users. He said the units would be brick faced and the site would be surrounded by a security fence. He stated the gate will be locked with a keypad, and that he will be able to code the lock for users automatically from St. Cloud, and that there would be no office or employee on site. Because of this, he does not feel any parking would be needed on site. In response to commissioners' questions, Kent noted that the building was approximately 15-20 feet tall, that the area around the buildings would be blacktopped, that the units varied in size but that the average was 10x20, and that he would build four buildings in his first phase. Commissioner Mbanefo asked staff why the requirement for parking spaces. Cindy Sherman said the requirement was based on the square footage of the buildings and that the spaces could be put on the corner of the lot without changing the buildings. She noted that the requirement was based on the possibility that the use of the property could change in the future. Richard Nichols opened the hearing for public comments. Hearing no comments the public hearing was closed at 9:10 p.m. Commissioner Mbanefo, seconded by Commissioner Fry moved to recommend approval of the site plan subject to the conditions in the staff report, with Condition Two requiring off-street parking being deleted contingent upon the use not changing in the future, and Condition Four being modified to state 75% Non - Opaque fence. Carried 6-0. 5. Discussion of Sewer Capacity Staff Report: Assistant Planner Sherman summarized the staff report. City Administrator Robertson discussed the financing plan, and the current number of building permits pulled in the sewer area. Councilmember Heidner said that Dayton could request up to 49% of any future expansion of the sewer plant, and that the report should note that. Commissioner Schuck, seconded by Commissioner Mbanefo, moved to recommend that the City borrow ahead from the commerciaVindustrial reserve capacity, based on the eventual expansion of the sewer plant to a 400,000 gallons per day capacity. He noted that Councilmember Mark Bernina had resigned because he moved to a new home in Monticello Township. 7.
