08-07-00 PCCITY OF OTSEGO PLANNING COMMISSION MEETING MONDAY, AUGUST 7, 2000 - 8PM MINUTES 1. Chair Swenson will call the Planning Commission Meeting to order. Chair Swenson called the Planning Commission Meeting to order at 8PM. ROLL CALL Planning Commission: Chair Carl Swenson, Arleen Nagel, Jim Kolles, Patrick Moonen, Steve Schuck, Ken Fry and Eugene Goenner. Absent: Christian M'Banefo. Staff: Elaine Beatty, City Clerk/Zoning Administrator and Dan Licht, City Planner City Council: Mayor Larry Fournier, CM Vern Heidner, CM Virginia Wendel, CM Suzanne Ackerman and CM Richard Nichols 2. Consideration of the Planning Commission Minutes of: A. Monday, July 3, 2000 - 8PM STEVE SCHUCK MOTIONED TO ACCEPT THE PLANNING COMMISSION MINUTES OF MONDAY, JUNE 19, 2000 AS WRITTEN. ARLEEN NAGEL SECONDED THE MOTION. MOTION CARRIED WITH CHAIR CARL SWENSON ABSTAINING BECAUSE HE WAS ABSENT. 3 HEARING For Owner/Applicant Arl�m & Judith Bajari 7121 Kadler Avenue N.E. (Otsego) Monticello, Mn. 55362 and Applicant Bauerly Brothers, Inc., 4787 Shadowwood Drive NE, Sauk Rapids, Minnesota. 56379, PID #'s Involved are PID #118-800-273401 (41.17 Approx. Acres) and #118-800-274400 (27.34 Approx. Acres) all in Section 27, Township 121, Range 24, Wright County, City of Otsego, Mn. Legal description is on file at the City Clerk's Office, City of Otsego. This property is located W. of Kadler Avenue N.E. and North of 70TH ST N.E. and N. of I-94. Request is as follows: A. Rezone from A-1 (General Agricultural, Rural Service Area) to I-2 (General Industrial District) the entire 41.17 and 27.34 approximate acres. B. Preliminary Plat of "Bauerly Companies Industrial Park" Chair Swenson gave an explanation of the application. Elaine Beatty noted that the proper publishing, mailings and postings were completed. Dan Licht reviewed the Planning Report dated August 1, 2000. He noted that the rezoning is the City Officials decision. Chair Swenson reviewed the formal hearing procedure from the back of the P.C. Ken Fry - Questioned the road and do they have to install it? Dan Licht explained that because of the uncertainty of how this property will develop, the recommendation by Staff is not to install the road until a later date. Discussion back to the public. No one spoke Chair Swenson CLOSED THE PUBLIC HEARING. MOTION BY JIM KOLLES TO RECOMMEND TO THE COUNCIL REZONING FROM A-1 (GENERAL AGRICULTURAL) TO I-2 (GENERAL INDUSTRIAL DISTRICT THE 41.71 AND THE 27.34 ACRE PARCELS. ARLEEN NAGEL SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. KEN FRY MOTIONED TO RECOMMEND TO THE COUNCIL ACCEPTANCE OF THE PRELIMINARY PLAT OF BAUERLY COMPANIES INDUSTRIAL PARK, SUBJECT TO THE 8 CONDITIONS OF THE PLANNING REPORT DATED AUGUST 1, 2000. STEVE SCHUCK SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Elaine Beatty noted that this item will be on the August 14, 2000 - 6:30PM Council Meeting. Discussion: Gene Goenner - Number 4 of the Planning Report regarding stonnwater drainage being adequately paid for, I assume this is provided for in that condition? Answer: Yes 4. Any other P.C. Business A. Continue Discussion Re: Building Materials Dan Licht explained his Report of August 1, 2000. He noted that a Planning Commission Hearing is required to make any changes official. Mr. Schuck - He looked at Grade A & B materials. Why not make them both Grade "A" and Grade C & D make them Grade "B" to make it simpler? Mr. Licht said he separated the concrete because of it being industrial type material and he would keep the wood separated also. Mr. Goenner - The material the Church is installing will fall under Grade"C" with 35% of the material allowed on a new building. He feels this is too restrictive. Mr. Fry - Didn't think any of it was etched in stone. Mr. Licht said flexibility is allowed by a CUP under the previous ordinance. Mr. Goenner - Did not see a reason for a CUP when it is quality material. Mr. Kolles agreed. CM Heidner - Said it is steel with paint and compared it to auto material and to keep in mind what it will look like in 20 years, the weathering of wood, steel, aluminum or whatever. Chair Swenson had the same concerns and CM Heidner and asked what would happen if this was hit by hale? Dan Licht - We were trying to address comments during the hearing and Council Meeting. Maybe the lower percentage in the ordinance allows opportunity to use more of other material. It can be 100% brick. Mr. Goenner - Felt lowering the percentage does not solve the problem. Chair Swenson - Disagreed with Mr. Goenner. The other material if used for accent, when it needs repairs, it is not as expensive to repair a smaller amount. Dan Licht - Noted that the requirement encourages aesthetics and encourages quality. Along with the highest quality materials comes increased tax base. Chair Swenson asked for a show of hands from P.C. if in favor of the proposed changes to the ordinance as presented by Dan Licht. Vote; 1 -yes, 6 -no. Chair Swenson asked the P.C. if they want to rearrange the categories or leave it as is? Ms. Nagel - Likes breaking it down to four different grades and limiting wood. The majority of the P.C. agreed. Mr. Kolles questioned CM Heidner if the Council had any direction regarding the church? CM Heidner felt what they were installing was better than what they already had installed. Mr. Kolles felt they shouldn't be talking specifically about one group, but about all of the City. CM Nichols - Felt it should be brick, block or stone. Why should our standards be lower? We are not a Township anymore, we are a City. If we lose a few businesses, fine. Hwy #101 and the golden triangle should be higher standards in his view. Mr. Schuck - Agreed with CM Nichols. Maybe 75% to 80% of Grade A materials with the rest being strictly architectural accent and trim. Mr. Fry felt anyone coming into those areas would spend the money for a relatively nice building and agreed with CM Nichols. Chair Swenson - If we pursue this, go with a smaller % and use as an architectural accent. Mr. Moonen - Said the building where he works is 5 -years old and precast concrete and already painted twice. There is still maintenance involved and has no problem with steel siding. Brick is nice. Mr. Schuck - If we set the % higher, we have a CUP to allow it to be lower. Mr. Moonen - Said the % should be high - 65%. Mr. Goenner - Precast sidewalls, some stucco, some not, is considered for that area. Would this discourage large stores from building? Dan Licht - We can work with the corporate look, evaluate and work with them. CM Heidner noted that Walmart in Elk River has more brick than the standard design. Chair Swenson - The CUP gives us flexibility. Ms. Nagel - INS/BUS areas, any way of defining the area of higher quality? Dan Licht - Explained #39 & #42 is the prime commercial area and #42 secondary Commercial Area, #37 & #101 is smaller retail area (neighborhood commercial). The CITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES OF AUGUST 7, 2000 AT SPM - PAGE 4 - ordinance is written to apply to all zoning districts. #42 & #101 area should be 100% Otsego Commercial core and legally defined as an overlay zoning district. The rest is general zoning district. Mr. Goenner - Felt that any commercial or industrial district should be the same standards all along #101. Dan Licht will put the draft in ordinance form and bring it back to discuss and set public hearing. B. CM Heidner -Update Informed the P.C. the budget is being considered and let the Council know if they have any requests. He explained River Ranch development with sewer and water was approved in the slabtown area. The Tom Koelwitz Plat they are still working on details. Explained the 101 Market off-site sign issue, and explained Preliminary Plat legalities. 6. Adjourn by 10PM STEVE SCHUCK MOTIONED TO ADJOURN THE MEETING. KEN FRY SECONDED THE MOTION.
