SPECIAL CITY COUNCIL MEETING
PRAIRIE CENTER
OCTOBER 19, 2015

Call to Order.
Mayor Jessica Stockamp called the meeting to order at 6:00 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder and Jason
Warehime. Absent: Councilmember Tom Darkenwald.
Staff: Lori Johnson, City Administrator; Andy MacArthur, City Attorney; Daniel Licht, City
Planner; Adam Flaherty, Finance Director and Tami Loff, City Clerk.
1. Discuss Albertville Otsego Joint Fire Services.
City Administrator Johnson reviewed the staff report. She stated the Albertville Otsego Joint Fire
Advisory Committee is recommending continuing the next phase of the joint powers agreement
(JPA) analysis and discussion. The Committee is looking for direction from each City Council
before they move forward. The current contract with Albertville expires December 31, 2016.
A possible target start date of the IPA is January 1, 2017. The current contracts with Elk River
and Rogers will stay in place. City Administrator said the Committee is recommending applying
for a Shared Services Grant and stated the deadline for the grant is in November she further
stated the grant could fund costs related to analysis of a IPA. After discussion and review of the
material provided in the packet the City Council concurred to continue discussion with Albertville
and to apply for the Shared Services Grant.
CM Heidner motioned to move forward with the Albertville Otsego joint powers
agreement discussion and to submit a request for a Shared Services Grant from the
State Fire Marshal Division of the Department of Public Safety. Seconded by CM
Schroeder. All in favor. Motion carried 4-0.
2. Adjourn.
CM Warehime motioned to adjourn. Seconded by CM Schroeder. All in favor. Motion
carried 4-0. Adjourned at 6:52 PM.
