Call to Order.
Chair Angie Dehn called the meeting to order at 7:00 PM.
Roll Call: Chair Angie Dehn; Commissioners: Jim Breitbach, Derrick Stark, Doug
Cassady, and Corey Tanner.
Absent: Commissioners Cara Husak, Susan Krekelberg and Michael Stang.
City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder.
Staff: Ross Demant, Parks and Recreation Director, Amy Stemler, Recreation Program
Staff, and Connie Schwecke, Recreation Administrative Assistant.
1. Open Forum.
2. Consider agenda approval.
Commissioner Cassady motioned to approve the agenda. Seconded by
Commissioner Breitbach. All in favor. Motion carried.
3.1 July 21, 2015 Regular Meeting Minutes.
Commissioner Breitbach motioned to approve as written. Seconded by
Commissioner Tanner. All in favor. Motion carried.
4. Unfinished Business.
4.1 Signage for Dog Park
Parks and Recreation Director Demant presented. He stated that dog park users
have consistently had two requests; one is water access for their dogs and the
second is to have more places to sit in the shade. Demant said that staff found
that "dog" ready drinking fountains were approximately $4,000 but a water
spigot which would be a self -closing faucet using potable water would cost $400.
Demant quoted pricing for benches and picnic tables and after discussion, it was
decided two benches and one picnic table would be recommended for the dog
park.
Parks and Recreation Director Demant discussed signage stating that signs would
be posted at each of the two entrances. After discussion, the commissioners
deciding on the following dog park rules:
Use park at your own risk.
No aggressive dogs.
Owners are legally responsible for the behavior of their dog at all times.
Dogs must be leashed while entering and exiting the park.
Dog waste must be picked up by owners immediately.
Owners must be in verbal control of their dog at all times.
Female dogs in heat and dogs under the age of four months are prohibited.
Commissioner Breitbach motioned to recommend to the City Council the
following dog park amenities; two benches, one picnic table, and self -closing
water spigot as well as the amended rules listed. Seconded by Commissioner
Stark. All in favor. Motion carried.
5. New Business.
5.1 Signage for Achery Park.
Parks and Recreation Director Demant presented. He stated that staff have had
good responses from the users of the archery park and that Archery Country was
also promoting the opening of the City's archery range at their store. Demant
disclosed that the rules came directly from Archery Trade Association (ATA).
After discussion, the commissioners would recommend the following rules:
Use at your own risk.
Follow archery shooting procedures.
Only shoot at designated targets.
Always be aware of the target and what is beyond the target.
Always keep your bow pointed towards the target.
Always draw bow with arrow parallel to the ground.
Only nocked arrows at the shooting line.
Always have an arrow knocked when drawing to eliminate the possibility of a dry
fire.
Broadhead shooting is only allowed at specified targets and/or during special
"sight -in" days.
Anyone under 16 must be under adult supervision.
ARCHERY SHOOTING PROCEDURES:
Verify the range is clear.
Give "Range is Hot" or similar command to indicate shooting may commence.
When finished shooting, place bow on rack or set it down and wait behind the
shooting line until all archers are finished shooting.
Give a "Cease Fire" or similar command to indicate all shooting should stop.
Verify all equipment is put down and remains behind the shooting line.
Proceed to the targets to retrieve arrows.
When using whistle commands: use 1 whistle blast (i.e. "shoot's to indicate
shooting may commence; 3 blasts (i.e. "get bows' to indicate arrows may be
retrieved, and 4 or more blasts if an emergency exists. Two whistle blasts (i.e. "get
bows") are used during programs to indicate participants can pick up their
equipment. This command is not necessary during open shooting.
Signage will also list the park hours and at each shooting lane a sign that states if
the lane is a broad head target or not.
Commissioner Cassady motioned to recommend to the City Council the
amended signage for the archery park rules and procedures. Seconded by
Commissioner Tanner. All in favor. Motion carried.
6. Parks and Recreation Manager Update.
Parks and Recreation Director Demant presented. Demant presented a wrap up
of summer programs. He also gave updates on the September 12 Prairie
Festival; Cody Rides will have carnival rides and food, there will be three bands
performing and the Lions will be expanding the beer garden offering two
different beers and wine, they will also have a larger area for families as well.
Demant also discussed the new fall programs, flag football would be starting
September 10 and the department would be co -sponsoring with Holiday Inn
again to offer 3 waterpark nights this winter.
He stated that next month the final concept park plan for Wildflower Meadow
would be brought to the commissioners for review and recommendation.
7. City Council Reports.
Council Member Doug Schroeder presented. He stated that Council had the first
meeting on the budget for next year with more to follow. CM Schroeder informed
the commissioners that the new Finance Director, Adam Flaherty, will start
tomorrow, August 19 and the council did approve the naming of the Dale Lehrke
Soccer Fields.
8. Adjourn.
Commissioner Breitbach motioned to adjourn. Seconded by Commissioner
Stark. All in favor. Motion carried. Adjourned at 7:45 PM.
