1. Chair Swenson will call the Planning Commission Meeting to order.
Chair Swenson called the Planning Commission Meeting to order at 8PM.

Planning Commission:
Chair Carl Swenson, Arleen Nagel, Jim Kolles, Steve Schuck, and Ken Fry. Christian
1\/fBanefo had an excused absence, Gene Goenner and Patrick Moonen were absent.

2. Consideration of the Planning Commission Minutes of:
A. Monday, September 5, 2000 - 8PM
Steve Schuck - Noted an error on Page three about one-half the way down. Charge indoor
outdoor to "inboard outboard".
STEVE SCHUCK MOTIONED TO APPROVE THE P. C. MINUTES OF
MONDAY, SEPTEMBER 5, 2000 WITH THE CORRECTION. JIM KOLLES
SECONDED THE MOTION. MOTION CARRIED, ARLEEN NAGEL
ABSTAINED AS SHE WAS NOT PRESENT FOR THIS MEETING.
3. Consider a sketch plan review of a aronosed Rezoning from A-1 to A-2 and
Preliminary and Final Plat for owners Floyd and Beverly Roden 8337 LaBeaux

LaBeaux Ave NE. Request is as follows:
A Sketch Plan Review of the above proposal
Chair Swenson explained the Staff Report and noted there would be general
discussion and Chair will ask each member to express their views, either for or against and
why.
Dan Licht explained the sketch plan process and that it gives the applicant a chance
to get an indication as to how and if they should proceed with the application with less
expense. See NAC's Memo dated September 13, 2000.
Carl Swenson - They are using boundaries of two properties as the centerline of the
road. One problem is does the location of the road fall within the City road grid system?
Mr. Licht answered, yes.

Steve Schuck - Asked if the property would be a single common driveway or two
separate driveways? Mr. Licht - A single driveway. They can have 250' all the way back
and can choose to share the driveway.
CM Heidner noted the stub would be the extension of 85th Street.
Ken Fry - He liked what they are trying to do, but is not in favor of it because of
future subdivision and the north -south street would be going across their driveway. He
was concerned with how would we handle re -subdivision?
Steve Schuck - Had similar concerns. He does not see a good way of crossing
between the properties. He does not think this lends itself to re -subdivision.
Arleen Nagel - Had the same concerns and wondered what the box shapes were
next to County Road #19. Mr. Licht informed her that the applicant provided the box
shaped portion of the lots to try to meet the 150' ordinance requirement of street frontage.
She is not in favor of this proposal.
Jim Kolles - Has the same concerns as the other members and understands why
they want these lots, did not like the long driveways into the lots and future lot design. He
understands what they are after and asked if they would be in favor of moving the lots
closer to Co. Rd. #19. The applicants replied that they want the lots in the rear of the
property.
Chair Swenson - Re ;nest is premature. He recognizes that the creek and wooded
high ground make nicer lots, but doesn't feel it would be workable.
Planning Commission consensus was that they are not in favor of this proposal.
4 Any other P.C. Business
A. Update on Council Actions by CM Heidner
CM Heidner updated the P.C. members on the Otsego tax rate and budget.
Council approved the following: Winter proposed CUP, Preliminary and Final Plat
of Winter Addition, D & J Estates for Barthel, JKO Holdings CUP and conditions,
approved Pheasant Ridge 3RD Addition Final Plat and approved Quaday and 88TH St.
road improvement/utilities by Bank of Elk River and Christ Lutheran Church.
B. Any Other Business
Jim Kolles asked CM Heidner how far 88th St. is being extended? Answer: To
the end of Christ Lutheran Church. (The first of their new lots).

NAGEL SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
