RECOMMENDATION:
Staff recommends approval of Electrical Installation & Maintenance CO (EIM) to replace the variable
frequency drive and cabinet for the East Wastewater Treatment Facility Solids Handling Pump.
Replacement was reviewed at the October 20th Public Works Subcommittee with recommendation of
approval.

BACKGROUNDMUSTIFICATION:
A small control panel and variable frequency drive (VFD) for a Solids Handling Pump located at the East
Wastewater Treatment Facility was damaged in July believed caused by water intrusion during a heavy
rain event. The origin of intrusion was not identified between staff and two electrical contractors;
however water was present in the base of the control box.
Replacement is required as controls support the thickening process and solids transfer at the Facility.
The variable frequency drive and panel will be replaced with provisions to prevent future water
intrusion. The City's insurance deductible is $10,000 and will not be sought as replacement is under this
value.
Two quotes for replacement parts and equipment were received. A purchase order has been executed
to proceed with staff recommendation of low quote proposal from Electrical Installation and
Maintenance (EIM) with ABB Variable Frequency Drive and cabinet replacement for $6,400.

PROPOSAL — East WW Progressive Cavity Pump 15HP VFD
Location — East Wastewater Facility, 5850 Randolph Ave, Otsego, MN
Date: 10/2/15
SCOPE OF WORK:
Remove existing VFD and cabinet for the 10 HP progressive cavity pump. Install new
cabinet with 15 HP VFD. Reconnect existing wires where possible or replace as needed.
New VFD is ABB Drive ACQ550-PC-023A-4+BO55+G305 rated for 480V and 15 HP at 23
Amps.
Lump Sum $6,400.00.
Notes:
Due to current schedule we propose to complete this project in the winter as we have manpower
available.
