07-02-01 PCAGENDA CITY OF OTSEGO PLANNING COMMMISSION MEETING JULY 2, 2001 S PM OTSEGO CITY HALL 1. Chair Swenson will call the meeting to order. Chair Swenson called the meeting to order at 8 PM. Roll Call: Chair Carl Swenson; Commission Members: Richard Nichols, Steve Schuck, Patrick Moonen, Jim Kolles and Alternate David Thompson. Absent: Christian Mbanefo and Ken Fry. Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Cynthia Putz-Yang, Assistant City Planner. 2. Consider the following minutes: A. May 7, 2001 Planning Commission Meeting. Commissioner Nichols motioned approval. Seconded by Commissioner Schuck. All in favor. Motion carried. Chair Swenson abstained since he did not attend this meeting. B. May 21, 2001 Planning Commission Meeting Chair Swenson noted on Page 1, Commissioner Nichols tabled application not applicant and on Page 2, invited not limited. Commissioner Nichols motioned approval as corrected. Seconded by Commissioner Moonen. All in favor. Motion carried. C. June 18, 2001, Joint Workshop Planning_ Commission and Parks Commission. Chair Swenson noted this was a Workshop and not a Commission Meeting. Commissioner Nichols motioned adoption as corrected. Seconded by Commissioner Thompson. All in favor. Motion carried. 3 Planning Items. A. Grady Kinghom on behalf of Trudell Trailers. Public Hearing: 1. Zoning Ordinance amendment to allow for semi -trailer sales as a Principal use within the I-2, General Industrial District. Assistant Planner Putz-Yang presented the Planner's Report. Judy Hudson verified that the proper noticing and publishing was done. Chair Swenson opened the Public Hearing at 8:07 PM. There were no comments from the Public. Commissioner Thompson asked if there will be any land -sea containers stored on site. Grady Kinghorn, applicant, stated not that he knows of. Mr. Kinghorn also said there would be no storage of materials in trailers on site. Planning Commission Meeting of July 2, 2001, cont'd. Page 2. Commissioner Schuck asked what percentage of the trailers on the lot would be used trailers. Mr. Kinghorn replied there is no set number, they are always rotating selling both new and used trailers. CM Heidner questioned if City Ordinance allows land -sea trailers for any business. Staff will research that question. There being no comments from the public, Chair Swenson closed the Public Hearing at 8:16 PM. Commissioner Nichols motioned to recommend to approve a Zoning Ordinance amendment establishing semi -tractor or semi -trailer and construction or agricultural implement sales, leasing and rental as a conditional use within the I-2 District based on a finding that the action is consistent with the policies of the Comprehensive Plan. Seconded by Commissioner Schuck. All in favor. Motion carried. 2. Conditional Use Permit (CUP) to allow Outside storage in An I-2 District. This was tabled at the May 21 2001 Assistant Planner Putz-Yang presented the Planner's Report. Commissioner Nichols motioned to recommend approval of the Conditional Use Permit for semi -trailer and land -sea container sales, leasing and rental, subject to the 13 conditions listed in the Planner's Report including a condition there is no on- site storage in the land -sea containers. Seconded by Commissioner Moonen. All in favor. Motion carried. B. Site Plan Review for Brett Admixtures at Lot 2 Block 1 1-94 West Otseco Industrial Park Assistant Planner Putz-Yang presented the Planner's Report. Administrator Robertson reviewed the comments on the Engineer' Report. Grady Kinghorn, applicant, stated he agrees with the City Engineer and already has revised his plans and submitted them to City Clerk Hudson. Commissioner Nichols motioned to recommend approval of the Site and Building Plans for Brett Admixtures subject to the 10 conditions listed in the Planning Report. Seconded by Commissioner Moonen. All in favor. Motion carried. 4. Zoning Ordinance: Discussion of Detached Accessory Buildings Assistant Planner Putz-Yang presented the Planner's Report. After Planning Commission discussion, they requested to put this on the next Planning Commission Meeting with input from the Building Official. Planning Commission Meeting of July 2, 2001, cont'd. Page 3. 5. Any other Planning Commission Business A. Update on Council Actions by CM Heidner. CM Heidner announced Planning Commission Member, Eugene Goenner, has resigned from the Commission as he is moving out of state. CM Heidner also updated the Commission on the progress with the West Sewer Treatment Plant. 6. Adjournment by 10 PM Commissioner Moonen motioned to adjourn. Seconded by Commissioner Schuck. CITY OF OTSEGO JOINT MEETING MINUTES PLANNING COMMISSION & PARK AND RECREATION COMMISSION JUNE 18, 2001 - 7:00 PM Roll Call: Park & Recreation Commission: Terry Long. Absent: Mike Day, Tom Constant, Tony Faust, Tom Baillargeon, Pauline Nelson, and Jim Gaikowski. Planning Commissioners: Carl Swenson, David Thompson, Richard Nichols, Ken Fry, Steve Schuck, Pat Moonen, and Gene Goenner. Absent: Christian Mbanefo and Jim Kolles. Councilmembers: Mayor Fournier, Suzanne Ackerman, Vern Heidner, and Virginia Wendel. City Staff: City Administrator Mike Robertson and City Planner Dan Licht. Park & Trail Plan - City Planner Licht reviewed the changes in the Proposed Park & Trail plan since the last meeting. Commissioners reviewed the document with only minor suggested changes, except for discussion about requiring sidewalks in new, sewered, single family additions. Commissioners were in consensus that the document did not need to be reviewed further and that upon recommendation of the Park & Recreation Commission, a public hearing on the plan could be held before the Planning Commission, with a recommendation then being forwarded to the City Council.
