08-06-01 PCCITY OF OTSEGO PLANNING COMMISSION MEETING AUGUST 6, 2001 8 PM OTSEGO CITY HALL 1. Chair Swenson will call the meeting to order. Chair Swenson called the meeting to order at 8 PM. Roll Call: Chair Carl Swenson; Planning Commission Members: Steve Schuck, Richard Nichols, Patrick Moonen, Ken Fry, David Thompson. Absent: Christian Mbanefo. Excused absence: Jim Kolles. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Dan Licht, City Planner. 2. Consider the following minutes: 2.1. Planning Commission Minutes of 07-02-01. Commissioner Schuck questioned if the motion on page 2, Item 2., the CUP for Trudell Trailers was to include the words land -sea but rather no on-site storage in any containers. Commissioner Nichols motioned to approve the minutes as corrected. Seconded by Commissioner Schuck. All in favor. Motion carried. 3. Plannin Items: A. Public Hearing for Benson/Brekke Move -in-house. Chair Swenson opened the Public Hearing at 8:03 PM Judy Hudson attested that the proper noticing and publishing was completed. Dan Licht presented the Planner's report. The applicant, Dan Brekke asked about garage placement. Mr. Licht replied he could indicate on the site plan where the garage would be placed. Chair Swenson opened the Public Hearing for Public Comment. There was none. Chair Swenson closed the Public Hearing at 8:07 PM. Commissioner Schuck motioned to approve the Conditional Use Permit allowing relocation of an existing single family dwelling to a lot within the City, subject to the six conditions listed in the Findings of Fact. Seconded by Commissioner Moonen. All in favor. Motion carried. B. Public Hearing for Bauerly Companies. Conditional Use Permit to allow a greater height than allowed in a I-2. General Industrial District. C. Site and Building Plan Review for Bauerly Companies. Chair Swenson opened the Public Hearing at 8:09 PM. Judy Hudson attested that the proper noticing and publishing was completed. Dan Licht presented the Planner's Report. The applicant, Brian Bauerly, requested that Condition No. 3 include a two-year period to complete. He also would like to use a rock Planning Commission Meeting of August 6, 2001, cont'd. Chair Swenson opened the Public Hearing for Public Comment. There was no public comment. Planning Commission Discussion. Dan Licht responded to Mr. Bauerly's questions stating the City has given other applicants only one year with gravel on parking lots. City Ordinance requires the landscaping. Commissioner Schuck asked what the silos are made of. Mr. Bauerly replied they are steel, painted with an epoxy paint with a 20 to 30 year life expectancy. Mr. Bauerly also explained the operation of the plant. Chair Swenson closed the Public Hearing at 8:36 PM. Commissioner Nichols asked if they can use the type of building materials they are requesting. Dan Licht stated that in the I-2 Zoning District, tip -up concrete or all brick is used. Mr. Robertson stated metal is allowed only as an accent, not as a dominant material. Mike Robertson asked what the outside piles of material were. Bauerly said that occasionally excess materials would be stored there. Dan Licht said any material outside the building must be stored in enclosed concrete containers. Commissioner Nichols motioned to recommend approval of a height exception Conditional Use Permit and site and building plans for a concrete product plant, subject to the 11 conditions listed in the Findings of Fact with revising Condition 3 to allow one year to pave the parking lot. Seconded by Commissioner Moonen. All in favor. Motion carried. 4. Any other Planning Commission Business. 4.1. Commercial Stables/Accessory Buildings Ordinance. Dan Licht presented the Planner's Report. Commissioner Nichols motioned to schedule a Public Hearing for September 17, 2001. Seconded by Commissioner Schuck. All in favor. Motion carried. 4.2. Update on Council Actions by CM Heidner. CM Heidner updated the Planning Commission on the recent Final Plat Approvals. He also informed them that the Council wants the Planning Commission to start on a Comprehensive Plan update for the western part of the City. 5. Adjournment by 10 PM. Commissioner Moonen motioned to adjourn. Seconded by Commissioner Thompson. All in favor. Motion carried. Meeting adjourned at 8:43 PM.
