10-01-01 PCCITY OF OTSEGO PLANNING COMMISSION MEETING OCTOBER 1, 2001 8PM OTSEGO CITY HALL 1. Chair Swenson will can the meeting to order. Chair Swenson called the meeting to order at 8:00 PM. Roll Call: Chair Carl Swenson; Commission Members: Ken Fry, Jim Kolles, Steve Schuck, Alternate David Thompson. Excused absence: Richard Nichols and Patrick Moonen. Absent: Christian Mbanefo. Staff. Mike Robertson, City Administrator; Carol A. Olson, Deputy Clerk; and Dan Licht, City Planner. Council Representative: Vern Heidner. Mayor Larry Fournier, Councii members Jerry Struthers, and Virginia Wendel. CM Suzanne Ackerman arrived at 8:25. 2. Consider the following minutes: A. September 17 2001 Planning Commission Commissioner Schuck motioned to approve the minutes of September 17, 2001. Seconded by Commissioner Thompson. All in favor. Motion carried. 3. Planning Items: 3.1 Tanner and Rolfe Anderson applicants a. CUP to allow relocation of a Single Family Home to a R-3 Residential lot. Lot 1 Block 1, Walesch Estates, 14292 82°d Street NE. City Planner Licht presented the Planning report. Deputy Clerk Olson attested the proper noticing and publishing had been done. Chair Swenson opened the Public Hearing at 8:03 PM. There was no public comment. Chair Swenson closed public Hearing at 8:05 PM. Commissioner Schuck motioned to approve the CUP to allow relocation of a Single Family Home to a R-3 residential lot subject to 7 conditions listed in Findings of Fact. Seconded by Commissioner Fry. All in favor. Motion carried. 3.2. Greg Ebert, applicant. a. Rezoning, of property at 5781 Queens Avenue NE from I-1. Limited Industrial to I-3 Special Industrial. City Planner Licht presented the Planning report. Deputy Clerk Olson attested that the proper noticing and publishing had been done. Chair Swenson opened the Public Hearing at 8:10 PM. Commissioner Thompson motioned to approve rezoning of property at 5781 Queens Ave. NE from I-1, Limited Industrial to I-3, Special Industrial. Seconded by Commissioner Kolles. All in favor. Motion carred. b. CUP for addition of off-street loading facilities to an Existing buildine. Commissioner Schuck motioned to approve the CUP to allow additional off-street loading facilities subject to the 8 conditions listed in the Findings of Fact. Seconded by Commissioner Thompson. All in favor. Motion carried. 3.3 Otsego Farms, Michael Stern applicant a. Rezone from A-1 District to A-2 District City Planner Licht presented the Planning report. Deputy Clerk Olson attested that the proper noticing and publishing had been done. Chair Swenson opened the Public Hearing at 8:15 PM. Michael Stern, applicant commented on NAC's report. The reasoning behind the narrow remnant portion of Lot 1, and irregular lot lines, is from a marketing standpoint. They wanted to get the largest lots possible. Also each septic area is oversized and would provide for a second septic site. Clint Courtney, 9326 Jaber Avenue asked if the easement would revert back to him. Michael Stern stated that the easement was for access for the farm on north side of site and would no longer be necessary. City Planner Licht explained that the property owners would need to address the easement issues. Commissioner Schuck questioned the sub -standard condition of the road. Dan Licht stated that the road is adequate for average traffic according to the engineer's report dated September 24. Chair Swenson closed the Public Hearing at 8:35 PM. Commissioner Kolles motioned to approve rezoning from A-1 District to A-2 District. Seconded by Commission Schuck. All in favor. Motion carried. b. PUD/CUP to allow horses in an A-2 Zoning. C. Preliminary Plat. d. Final Plat. Commissioner Schuck motioned to approve the PUD/CUP, Preliminary Plat, and Final Plat, subject to the 7 conditions listed in the Findings of Fact. Seconded by Commissioner Thompson. All in favor. Motion carried. Council Representative Vern Heidner stated that he is in favor of the Anderson building relocation. Wants completion in within the 6 months required under Item 2.of the planner's report. He is also in favor of JKO Holdings proposals, but has some concern Planning Commission Meeting of October 1, 2001 cont'd Page 3 with screening and 6 foot evergreen trees should be required. Otsego Farms - Pleased with proposed project which maintains open space and doesn't put a strain on the infrastructure. 4. Any other Planning Commission Business A. Update on Council Actions by CM Heidner. Council Representative reported that at the City Council Meeting of September 24`h, 2001. The Zoning Ordinance Amendment regarding Accessory buildings passed as written. Council also passed the Park & Trails Plan. Today Properties were at that meeting and petitioned for a road for the Industrial Park at 85`h and Parrish Avenue. 5. Adjourn by 10 PM. Commissioner Thompson motioned to adjourn at 8:45 PM.
