10-15-01 PCCITY OF OTSEGO PLANNING COMMISSION MEETING OCTOBER 15, 2001 8 PM OTSEGO CITY HALL 1. Chair Swenson will call the meeting to order. Chair Swenson called the meeting to order at 8 PM. Roll Call: Chair Carl Swenson; Commission Members: Steve Schuck, Richard Nichols and David Thompson. Absent: Jim Kolles, Christian Mbanefo, and Ken Fry. Excused absence: Patrick Moonen. Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Bob Kirmis, Assistant City Planner. City Council Representative: Vern Heidner. City Council members attending: Virginia Wendel, Mayor Fournier, and Jerry Struthers. 2. Consider the following minutes: A. October 8. 2001 Planning Commission Minutes Commissioner Schuck noted on Page 2, motion on Otsego Farms that Condition No. 2 was to be revised to "The preliminary/final plat is revised to minimize angled side lot lines, subject to review and approval of City Staff." Commissioner Thompson motioned to approve the minutes as corrected. Seconded by Commissioner Schuck. All in favor. Motion carried. 3. Planning Items: 3.1. Public Hearing for Elk River -Rogers VFW the applicant. A. CUP Amendment to build a 26 x 60 foot storage building_ Chair Swenson opened the Public Hearing at 8:01 PM. Bob Kirmis presented the Planner's Report. City Clerk Hudson attested that the proper publishing and noticing was done. Frank Scharber, 17920 Gibson Street, Ramsey, Commander of the VFW and Tom Nichols, 18967 Concord Street, Elk River, Member of the VFW, applicants. Commander Scharber stated the proposed building does not encroach on the soccer field although it shows that on the site plan submitted. The soccer field is actually east of the buildings. Regarding outside storage, they said they need to store the airplane frame outside and the trailer they use for parades. This is the reason for the proposed privacy fence. Chair Swenson opened the Public Hearing for public comments. There was no public comment. Commissioner Nichols questioned the size of the trailers stored outside. Tom Nichols replied one is a 40 -foot trailer storing chairs etc., one trailer is a 4 x 8 and another is smaller yet. The 40 -foot trailer would be removed. Chair Swenson closed the Public Hearing at 8:16 PM. Planning Commission Meeting of October 15, 2001. Page 2. Councilmember Heidner asked the current building sizes and the VFW's future plans. Tom Nichols explained the 30 x 60 foot building would be the community center, which will be expanded. They also want to hook up to sewer and water. Currently there is an office and a small meeting space, which is used by local groups. They want to eventually add on to this building. The garage is 40 x 26 foot building and a 24 -foot shelter was added to it this year. Commissioner Nichols motioned to recommend approval of the Conditional Use Permit Amendment for expansion of the use and building materials on the subject site subject to the seven conditions listed in the Findings of Fact with the addition that the applicant submit a new site plan showing the correct locations of soccer fields and that the new building does not encroach on the soccer fields. Seconded by Commissioner Thompson. All in favor. Motion carried. 4. Any other Planning Commission Business A. Update on Council actions by CM Heidner Councilmember Heidner stated all recommendations by the Planning Commission were approved by the City Council at the October 8, 2001 Council Meeting. 5. Adjournment by 10 PM Commissioner Schuck motioned to adjourn. Seconded by Commissioner Nichols. All in favor. Motion carried. Meeting adjourned at 8:30 PM.
