11-04-02 PCCITY OF OTSEGO PLANNING COMMISSION MEETING NOVEMBER 4, 2002 8 P OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 8:00 pm. Roll Call: Chair Richard Nichols; Commission Members: Ken Fry, Steve Schuck, Carl Swenson, David Thompson and Pam Black. Excused Absence: Jim Kolles, Christian Mbanefo. Staff. Mike Robertson, City Administrator; Karee Rowell, Secretary, and Dan Licht, City Planner. Council: Virginia Wendel, Vern Heidner, Jerry Struthers, Mayor Larry Fournier, Suzanne Ackerman and Council Candidate Dan Scharber. 2. Consider the following minutes: 2.1. The October 7, 2002 Planning Commission Meeting. Commissioner Schuck wanted a correction to be made on Item 3. to read There is to be no building permits for 6.d. and 7.b. Commissioner Schuck motioned to approve the minutes as amended. Seconded by Commissioner Fry. All in favor. Motion carried. 3. Planning_ Items: Public Hearings for the following: Chair Nichols asked if the proper noticing was done for the following hearings. Karee Rowell attested they were properly noticed and published. 3.1. Applicant Rudy Thibodeau (Godfather's Pizza) Consideration of amending the Planned Unit Development (PUD) to add a Cold storage room and an awning for outdoor eating. Dan Licht presented the Planner's Report. Chair Nichols opened the Public Hearing at 8:05 pm. There were no comments from Applicant Mr. Thibodeau or public. Chair Nichols closed the Public Hearing at 8:06 pm. Commissioner Schuck motioned to amend the Planned Unit Development (PUD) to add cold storage room and an awning for outdoor eating. Seconded by Commissioner Swenson. All in favor. Motion carried. 3.2. Applicant, Otsego Heritage Commission. (Otsego Cemetery) zoning from R-1 District to INS. Consideration of designating the Otsego Cemetery as a Historical Preservation Site. Dan Licht presented his Planner's Report. Planning Commission Meeting of November 4, 2002. Page 2. Chair Nichols opened the Public Hearing at 8:13 pm. Chair Nichols opened for comments from the public and staff. Commissioner Swenson asked if only Otsego residents can be buried in the Otsego cemetery. Elaine Norin from the Heritage Commission said they will make an exception if a family member of the deceased lived in Otsego. Commissioner Schuck asked who receives the money from the Cemetery. Elaine Norin said the Otsego Cemetery Association receives it and they are the ones who sets the price. Chair Nichols closed the Public Hearing at 8:18 pm. Commissioner Schuck motioned to rezone from R-1 District to INS. District. Seconded by Commissioner Black. All in favor. Motion carried. Commissioner Swenson motioned for designating the Otsego Cemetery as a Historical Preservation Site. Seconded by Commissioner Schuck. All in favor. Motion carried. 3.3. Applicant, Lucinda Gardner of Darrel Farr Development Corp. (Zachman, Merges and Greeninger properties) Comprehensive Plan Amendment to change the Land Use Plan From Industrial to a Mix of Uses consisting of Industrial, Commercial and Medium to High Density Residential. Mike Geir gave his presentation for Darrel Farr's proposed development of Kittredge Crossings. He stated that a better place for future industrial development would be in the center of the city, just North of where the future Naber and I-94 intersection will be located in St. Michael. Dan Licht presented his Planner's Report. Chair Nichols opened the Public Hearing at 9:21 pm. Sharon Carter, 9466 Nashua Avenue NE - She is concerned that all this development will add to County Road 39 morning and evening traffic. Robin Fauchald - 7524 Kadler Avenue NE - She stated the ditch (Otsego Creek) can not take the water from current development. Dan Licht said the City Engineer is working on a storm water system that will handle the development. Commissioner Schuck stated that the Quest project came in front of the Commission about 2 months ago and was turned down. He isn't ready to switch out to housing from industrial. Commissioner Swenson stated Otsego does not have any land until % mile North of the proposed Freeway exit. Chair Nichols said the comprehensive plan shows the area designated for industrial and Farr's plan shows townhouses all over. Chair Nichols asked if they turn down Quest Development, how would that effect Kittredge Crossings. Mr. Farr and Mr. Geir stated there would be no effect with them. Mr. Farr stated the plan would take 8 to 12 years to develop. Commissioner Fry noticed the several different kinds of homes and asked what is the difference. Mr. Farr said it is the style. Gwen Radel, 7769 Kadler Avenue NE - She moved here 4 years ago and wanted to get away from people. If this development goes through she stated she should have stayed in Plymouth. Larry AuBuchon, Quest Development - stated he came to the comprehensive plan meeting trying to get their area changed from industrial to residential and it was turned down. He explained why they still wanted it changed. Hearing no futher comments, Chair Nichols closed the Public Hearing at 10:15 pm. Chair Nichols motioned to table the Comprehensive Plan Amendment to change the Land Use Plan until December 2, 2002. Seconded by Commissioner Fry. All in favor. Motion carried. 3.4. Applicant, Larry AuBuchon, Quest Development. (Vetsch property) Comprehensive Plan Amendment to change the Land Use Plan From Industrial to Residential Use. Chair Nichols motioned to table the Comprehensive Plan Amendment to change the Land Use Plan until December 2, 2002. Seconded by Commissioner Fry. All in favor. Motion carried. 4. Any other Planning Commission Business. A. Update on Council actions by CM Heidner. CM Heidner updated the Planning Commission on recent Council decisions. 5. Adjournment by 10 PM.
