As part of this transaction, they wish to detach an 11.05 acre parcel of land that would include their existing homestead and also detach a 2.28 parcel to be combined with an existing 2.00 acre parcel owned by one of their children. The property is located within the Urban Service Reserve Area designated by the Comprehensive Plan and is zoned A-1, Agriculture - Rural Service Area District. Property divisions within the A-1 District are limited to a maximum lot size of 2.5 acres unless a CUP is approved. Because the subdivision of the property involves more than one division or combination, a preliminary and final plat is also required. Exhibits - A. Site I nr'nfinn B. Survey M"v 4. The proposed use's effect upon the area in which it is proposed. 5. The proposed use's impact upon property values of the area in which it is proposed. 6. Traffic generation by the proposed use in relation to the capabilities of streets serving the property. 7. The proposed use's impact upon existing public services and facilities including parks, schools, streets, and utilities and its potential to overburden the City's service capacity. Lot width. Parcels within the A-1 District must have at least 150 feet of frontage to a public street. All of the parcels involved in this subdivision will have more than 150 feet of frontage to CSAH 37. Preliminary and Final Plat. The applicant's request involves dividing a new lot from and existing parcel and detachment of a portion of a parcel to another. Because of the number of divisions/combinations and number of parcels involved, the application must be in the form of a preliminary and final plat. The applicants have provided a survey to demonstrate the intent of their request. If the application is approved, the applicants will need to submit a preliminary and final plat that includes all of the required information outlined in the Subdivision Ordinance. Easements. As part of the preliminary and final plat, 10 -foot perimeter drainage and utility easements are required. The City Engineer may also require additional drainage and utility easements for Right-of-way. Both of the existing dwellings have access to 601h Street (CSAR 37). In that no new dwelling sites are being established, no impact to the roadway is anticipated. However, as part of the preliminary and final platting of the properties, Wright County may require dedication of additional right-of-way. This issue is subject to review and approval of Wright County and the City Engineer. Utilities. Both of the existing dwellings involved with this application are served by on site septic and well systems. The City may require that these systems be inspected as part of the application approval to ensure that they are functioning properly. Park and Trail Dedication.
