02-19-02 PCCITY OF OTSEGO PLANNING COMMISSION MEETING FEBRUARY 19, 2002 8 P OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 8:01 PM Roll Call: Richard Nichols, Ken Fry, Steve Schuck, and David Thompson Excused absence: Carl Swenson, Patrick Moonen. Absence: Jim Kolles, Christian Mbanefo Council Representative: Vern Heidner Councilmembers: CM Struthers, CM Wendel, CM Ackerman and Mayor Fournier. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator and Dan Licht, City Planner. 2. Consider the following minutes: 2.1. Planning Commission Meeting of February 4, 2002. Commissioner Schuck noted he was also reappointed by the Council under Item 4.A. Commissioner Schuck motioned to approve the minutes. Seconded by Commissioner Fry. All in favor. Motion carried. 3. PlanningIt 3.1. Comprehensive Plan Discussion. This was held after the Planning Commission Meeting. 4. Any other Planning Commission Business. Chair Nichols noted the 1995 Planning Commission By-laws were distributed to all the members and asked if anyone had any changes. It was noted the election of officers is held in February not January, word future be changed to further under No. 16, meetings days are Mondays not Wednesday. Councilmember Heidner noted No. 18, which he wants everyone to be aware of, about being contacted by applicants or citizens prior to meetings. Councilmember Heidner stated all information needs to be presented at public meetings to create a public record and to deal with issues publicly, and he recommended that Planning Commissioners not discuss items with applicants or potential applicants prior to public meetings. Chair Nichols directed Dan Licht to highlight key items and bring back to the next Planning Commission Meeting. A. Update on Council actions by CM Heidner. Councilmember Heidner updated the Planning Commission on recent actions by the City Council such as approving the Planning Commission's recommendation of the CUP for Louis and Sylvia Barthel. The Council will also be extending the moratorium on residential development in the East Sewer District. Planning Commission Meeting of February 19, 2002, cont'd. Page 2. Chair Nichols stated the Planning Commission and City Council would continue their discussion on the Comprehensive Plan in the Small Conference Room immediately following adjournment of the Planning Commission Meeting. 5. Adjournment by 10 PM. Commissioner Schuck motioned to adjourn. Seconded by Commissioner Thompson. All in favor. Motion carried. Meeting adjourned at 8:10 PM.
