Mayor Larry Fournier called the Workshop to order at 8:18 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Jerry Struthers,
Virginia Wendel and Suzanne Ackerman.
Planning Commission Members: Richard Nichols, Steve Schuck, Ken Fry, and David
Thompson.
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Dan Licht, City Planner.
Dan Licht presented his memo of February 19, 2002 on the Otsego Comprehensive Plan
Update.
CM Wendel questioned if Riverwood and the Bulow proposed development are included
in the sewer district. Dan Licht said no. He stated that Riverwood has an environmental
need for a sewer. Dan said sewer service for the proposed Bulow development needs to
be discussed and suggested that the applicant be directed to go with a package plant.
Mayor Fournier was concerned this would set a precedent for more package treatment
plants. CM Heidner is concerned abut letting this developer hook up to the City's Sewer.
Commissioner Nichols asked why the City would allow Bulow to hook up to the City's
Sewer since this development is outside of the Sewer Service Area and makes no sense to
him. CM Wendel asked how many unit hookups are needed to pay for the treatment
plant. Dan Licht replied it would take an average of 97 RECS a year.
Discussion of the Alternate Concept Map.
Mayor Fournier stated he likes this map better than the previous map because the
language has been changed to reflect Rural Residential Preserve rather than Agricultural
Preserve. Dan Licht explained the Rural Residential Preserve Area has additional
development rights, if clustered, up to 12 per 40. This area is also difficult to serve with
sewer. Administrator Robertson asked if anyone was in favor of retaining an AG Preserve
Area. No one spoke in favor of this.
Commissioner Schuck asked if the wording in the current Comprehensive Plan regarding
Package Treatment Plants would be eliminated. Dan Licht replied yes.

At the March 4`h Planning Commission meeting the revised Comprehensive Plan Update
will be on the agenda for consideration.
CM Heidner motioned to adjourn. Seconded by CM Ackerman. All in favor.
Motion carried. Workshop adjourned at 9:24 PM.
