03-04-02 PCCITY OF OTSEGO PLANNING COMMISSION MEETING MARCH 4, 2002 8 P OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 8 PM. Roll Call: Chair Richard Nichols; Commission Members: Carl Swenson, Steve Schuck, Christian Mbanefo, Jim Kolles and Dave Thompson. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator and Dan Licht, City Planner. Council Representative: Vern Heidner. Council Members: Mayor Larry Fournier, Jerry Struthers, and Virginia Wendel. 2. Consider the following minutes: A. The February 19, 2002 Planning Commission Minutes. Commissioner Schuck motioned to approve the minutes. Seconded by Commissioner Mbanefo. All in favor. Motion carried. 3. Planning Items: A. Comprehensive Plan Revision. Dan Licht reviewed the Comprehensive Plan with the revised Concept/Land Use Plans dated March 2, 2002. Mike Robertson said the land north of the Sanitary Sewer District has three different options: 1. A Holding Zone for land that will have sewer in the near future where development currently would be severely limited 2. A Rural Residential Preserve that will never have sewer 3. Land that could get sewer if someone was willing to pay to have it extended. CM Wendel questioned if the Rural Residential Preserve should be Urban Service Area Reserve instead. She said everyone should have the right to pay for sewer, even if they don't want it. Mayor Fournier questioned if development could be controlled. Dan Licht said it would be harder to do with unfinished pipes and streets. Mike Robertson noted that this could create long dead-end water mains, without looped water mains there could be pressure and quality problems. CM Heidner and Mayor Fournier said the developers would have to build the roads and water mains that are necessary. Commissioner Nichols said the problem with leapfrog development is that it occurs in areas with less services. The proposed plan stages development so that is less likely to occur. Mayor Fournier and CM Heidner said that these districts are not set hard and fast and that the Council can look at any proposed development. For the Proposed Land Use Map, Mayor Fournier asked for suggestions on Commercial Uses. CM Struthers suggested and everyone agreed to extend commercial uses north of 701h Street on County Road 19 one-half mile and east and west one-quarter of a mile. Planning Commission Meeting of March 4, 2002, cont'd. Page 2. Mayor Fournier asked if the proposed Industrial Preserve Land is too much. Everyone agreed to leave as is. 4. Any other Planning Commission Business Commissioner Mbanefo motioned to set April 1, 2002 for the Public Hearing for the Comprehensive Plan. Seconded by Commissioner Thompson. All in favor. Motion carried. A. Update on Council actions by CM Heidner. CM Heidner updated the Commission on the recent Council action to extend the Moratorium for 18 months on residential development in the water and sewered area for the East Sewer Plant. B. Review of the Planning Commission By-laws The Planning Commission recommended the following changes: 1. Check with the City Attorney to see if a secretary is needed and also No. 17. C. is needed. 2. Remove at least a week from 2. C. first paragraph pertaining to minutes. 3. Delete No. 11 under Work Rules. 4. Rewrite last paragraph of No. 2, Page 1 to include under Work Rules. The Planning Commission discussed changing the starting time. It was agreed to leave the start time at 8 PM. 5. Adjournment by 10 PM. Commissioner Schuck motioned to adjourn.
