PLANNING COMMISSION
MEETING
APRIL 15, 2002

1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 8:01 PM
Roll Call: Richard Nichols, Ken Fry, Steve Schuck, Carl Swenson, Patrick
Moonen, Jim Kolles and David Thompson.
Excused Absence: Christian Mbanefo.
Staff: Judy Hudson, City Clerk/Zoning Administrator; Dan Licht, City Planner
Council: Vern Heidner, Larry Fournier, Virginia Wendel and Jerry Struthers.
2. Consider the following minutes:
2.1. Planning Commission Minutes of 04-01-02
Chair Nichols noted on Page 3, Commissioner Mbanefo's motion should read livability
rather than liability.
Commissioner Schuck motioned to approve the minutes as amended. Seconded by
Commissioner Fry. All in favor. Motion carried.
3. Planning Items:
3.1. Public Hearing for Ed and Beth Specht
A. Rezoning from A-1 to A-2
B. CUP for allow horses in an A-2 Zonin
Chair Nichols opened the Public Hearing at 8:04 PM.
Judy Hudson attested all proper noticing and publishing was done.
Dan Licht presented the Planner's Report. The applicant, Ed Specht, stated his current
home was built in 1992 and he now wants to build new home. The reason for the jog in
lot line is the ground drops off rapidly where they want to build their new home and they
need this higher ground to build on. This will also keep the houses in line for future
development.
Chair Nichols opened for Public Comment.
There was no public comment.
Commissioner Schuck agreed it makes sense to build on higher ground and supports the
jogged lot line. Chair Nichols asked if a home could be built on the street frontage end of
the lot in the future. Mr. Specht replied yes. Commissioner Swanson asked for Dan
Licht to explain the unplatted roadway. Mr. Licht replied the road is there by easement
and not by right-of-way, which the city is trying to get as these requests come through.
Chair Nichols asked for any other applicant or public comments and there were none.
Chair Nichols closed the public hearing at 8:17 PM.

Commissioner Kolles motioned to recommend to rezone property from A-1 District
to A-2 District. Seconded by Commissioner Schuck. All in favor. Motion carried.
Commissioner Moonen motioned to recommend to approve an Administrative Lot
Split subject to the conditions listed in the Planner's Report except for Condition
No. 2 which should be eliminated. Seconded by Commission Schuck. All in favor.
Motion carried.
Commissioner Schuck motioned to recommend to approve the Conditional Use
Permit allowing the keeping of horses on two lots within the A-2 District subject to
the conditions listed in the Planner's Report. Seconded by Commissioner
Thompson. All in favor. Motion carried.
4. Any other Planning Commission Business.
A. Update on Council actions by CM Heidner.
Councilmember Heidner updated the Planning Commission on recent City Council action
approving the requests for Benson, Solberg, Beaudry and the Comprehensive Plan
Amendment.
5. Adjournment by 10 PM.
Commissioner Schuck motioned to adjourn. Seconded by Commissioner Moonen.
All in favor. Motion carried. Adjourned at 8:32 PM.
