MEETING
NOVEMBER 17, 2003

1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 8:00 PM.
Roll Call: Chair Richard Nichols; Commission Members: Pam Black, Ken Fry,
Steve Schuck, David Thompson, Alternates Doug Hackman and Tami Fallon.
Absent: Jim Kolles.
Excused absence: Carl Swenson.
Staff. Judy Hudson, City Clerk/Zoning Administrator, Dan Licht, City Planner and Karee
Rowell, Deputy Clerk.
Council: Mayor Larry Fournier; Vern Heidner, Virginia Wendel and Jerry Struthers.
2. Consider the following minutes:
2.1. November 3, 2003 Planning Commission Meetiniz.
CM Schuck motioned to approve the minutes. Seconded by Commissioner
Hackman. All in favor. Motion carried.

PUBLIC HEARINGS:
3.1. Brad Paumen for the Maple Hills Development:
A. Rezone property from A-1 to R -C Rural Cluster Development.
B. Preliminary Plat for development of 17 single-family
Dan Licht presented the Planner's Report.
Brad Pauman, applicant, requested 17 lots in trade off for the changed street design at
Kadler Avenue to try and control speeding on Kadler.
Mr. Licht explained the number of lots is limited to 15 by Ordinance.
Chair Nichols opened the Public Hearing 8:15 PM for public comment.
Jay Mead, 9710 Kadler Avenue, he would prefer Kadler Avenue not be changed.
Mr. Licht explained the Kadler Avenue design was to slow down traffic on Kadler
Avenue as the City has received many complaints from the residents on Kadler about the
speeding.
Andrew Mareck, 9793 101st Street, stated he is representing eight other homeowners in
his development of Mississippi Pines. They want to make sure Mississippi Pines retains
it own identity; keep their own separate walking paths and entrances. They would like to
see Lot 6 shifted over into Lot 5 to try and eliminate anyone seeing their homes. They
would also like to see Lot 1, Block 4 Maples Hills moved to Outlot C, and would like to
see trees moved into Outlot A to create a natural buffer. They are also concerned with
water runoff. If these requests can be met, they would support the project.
Mr. Licht explained how ponding is required and the proposed subdivision meets the
Ordinance and the developer would not be required to move lots.
John Dial, 8720 Kadler Avenue, if the City goes with the new design for Kadler he would
like a buffer to prevent vehicle lights shining into his house.

Kathy Roberts, 9823 Kadler Avenue, she doesn't like the new design of Kadler Avenue
and also is concern with all the tree removal from this development.
Chris Yonak, 9770 Kadler Avenue asked who pays for the extension of the driveways on
Kadler Avenue.
Mr. Licht replied the developer pays.
Henry Lehn, 9777 Kadler Avenue, requested that Kadler Avenue remain straight.
Bonnie Hines, 10017 Kadler Avenue. She stated it would make more sense to put a stop
sign further north on Kadler. She feels speeders come out of Island View at Kahler.
Commissioner Schuck agreed with the residents to keep Kadler Avenue straight. Chair
Nichols also agreed and he also stated he likes the proposed development.
Chair Nichols asked for any final public comments.
The builder for Alpine Homes, who has a model home on Kadler Avenue, stated he wants
Kadler Avenue left straight.
Brad Pauman agreed leaving Kadler Avenue straight and he said he would work on
shifting the lots as requested by the residents in Mississippi Pines.
John Dial, 9720 Kadler, requested the new proposed street be positioned so he doesn't get
any direct lights from the cars into his house. He also requested a three way stop at the
new road and Kadler to slow down speeding.
Chair Nichols closed the Public Hearing at 8:51 PM.
Commissioner Schuck motion to recommend approving a Zoning Map amendment
rezoning the subject site from A-1 District to R -C District based on a finding that
the request is consistent with the Comprehensive Plan. Seconded by Commissioner
Thompson. All in favor. Motion carried.
Commissioner Schuck motioned to recommend to approve the Preliminary Plat of
Maple Hill, subject to eleven conditions listed in the Planner's Report modify
Condition 3 to redesign street for a 90 degree angle at Kadler Avenue and striking
NO. 8 and area currently shown as Outlot D. Seconded by Commissioner Fry. All
in favor. Motion carried.
3.2. Darrel Farr Development for Kittredge Crossings 3`d and 4 1 Additions.
A. PUD Development Stage Plans and Final Plats.
Dan Licht presented the Planner's Report.
Lucinda Farr, applicant, asked for consideration of more color schemes because of the
layout of the plat. They want to develop neighborhoods in Kittredge Crossings and for
each neighborhood to have their own color scheme and she doesn't want to create a
hodge podge with too many colors.
Dave Kingman, Kingman Builder for the twin homes. Mr. Kingman explained they
typically have one theme, but the color scheme is uniform and there is variation on the
exterior.

Paul Donnay of Donnay Homes explained they usually use only one color scheme.
Councilmember Heidner explained the request for more color schemes came from the
City Council because of one development in the City. Chair Nichols said he has seen in
other communities that developers do not use multiple colors.
Chair Nichols opened the Public Hearing at 9:24 PM.
There were no public comments.
Chair Nichols asked to address the four-color packages that are part of the conditions.
Commissioner Black said she supports the four-color schemes. Commissioner Schuck
stated he supports similar colors. Chair Nichols supports one or two color schemes as
long as it is not a dark color.
Commissioner Fry stated concern with approving residential prior to commercial. Mr.
Licht explained the City has the ability through the PUD to control phasing of the
development.
Lucinda Gardner replied they are very aware of their commitment to commercial and
expects to work on the commercial plats this winter.
Hearing no other public comments, Chair Nichols closed the Public Hearing at 9:35 PM.
Commissioner Schuck motioned to recommend to approve a PUD Development
Stage Plan and Final Plat for the Kittredge Crossing 3rd Addition, subject to the 11
conditions listed in the Planner's Report changing Condition No. 6 to remove the
four color schemes and to include applicant providing proposed color packages
subject to review of the Planning Commission and approval by the City Council.
Seconded by Commissioner Black. All in favor. Motion carried.
Commissioner Schuck motioned to recommend to approve a PUD Development
Stage Plan and Final Plat for the Kittredge Crossings 4`n Addition, subject to the 8
conditions listed in the Planner's Report noting the 10 Unit Buildings may be
appropriate based on configuration of Site Plan and future building would be
subject to additional review, removing Condition No. 2 for the reason that future 10
unit town homes are subject to additional consideration and review, changing
Condition No. 4. To remove the four-color schemes and to include applicant
providing proposed color packages subject to review of the Planning Commission
and approval by the City Council, change Condition No. 7 to $ 23,730.00 for Park
and Trail Fees. Seconded by Commissioner Black.
Voting For the Motion: Chair Nichols, Commission Members: Black, Schuck,
Thompson, Hackman and Fallon.
Voting Against the Motion: Commissioner Thompson.
Motion carried six to one.
4. Any other Planning Commission Business.
A. Update on Council actions by CM Heidner.
Councilmember Heidner updated the Commission on recent Council actions.
B. Decision on 2004 Planning Commission Meetingtime.
Chair Nichols requested to table until the next meeting.

Commissioner Schuck motioned to adjourn. Seconded by Commissioner Fry. All in
favor. Motion carried.
