12-15-03 PCOTSEGO PLANNING COMMISSION MEETING DECEMBER 15, 2003 8 P OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 8:00 PM. Roll Call: Chair Richard Nichols; Commission Members: Pam Black, Ken Fry, Steve Schuck, Dave Thompson and Jim Kolles. Alternates: Doug Hackman and Tammie Fallon. Excused absence: Carl Swenson Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator and Dan Licht, City Planner. Council: Mayor Larry Fournier; Councilmembers: Vern Heidner and Virginia Wendel. 2. Consider the following minutes: 2.1. November 17 2003 Planning Commission Meeting Commissioner Schuck requested to include the reason for eliminating Condition No. 2 in the second motion regarding approving PUD Development Stage Plan and Final Plat for Kittredge Crossings 4`h Addition. The reason being that future 10 unit town homes were subject to additional consideration and review. Commissioner Fry motioned to approve the minutes as amended. Seconded by Commissioner Schuck. All in favor. Motion carried. 3. Planning Items: Public Hearing for: 3.1.Eugene and Lois Bauer: A. Rezoning from A-1 District to A-2 District B. Conditional use Permit to create a lot less than 20 acres Dan Licht presented the Planner's Report. The applicant, Eugene Bauer, stated he agrees with the conditions. Judy Hudson attested that all proper publishing and noticing was done. Chair Nichols opened the Public Hearing for comments at 8:06 PM. Gordy Reinke, 92nd Street, asked if there are development rights on the remaining acreage. Dan Licht explained the property owner could have one other home on the balance of the parcel after the 2.5 -acre split. The owner could also apply for Cluster Zoning, which could have six homes, but this would need a new public hearing. Hearing no other public comments, Chair Nichols closed the Public Hearing at 8:10 PM. Commissioner Schuck motioned to approve a Zoning Map amendment rezoning the subject site from A-1 District to A-2 District based on a finding that the request is consistent with the Comprehensive Plan. Seconded by Commissioner Thompson. All in favor. Motion carried.
