BACKGROUND
Darrel A. Farr Development Corporation has submitted plans for an area identification
sign to be located at the northeast corner of 70th Street and Kittredge Parkway. The
sign exceeds the allowances for area identification signs specified by Section 37 of the
Zoning Ordinance. Kittredge Crossings is a mixed residential, commercial and
industrial project being developed under the provisions of a Comprehensive Plan
amendment and PUD District. The applicant is requesting an amendment to the PUD
District to allow for the proposed sign.

ANALYSIS
Allowed Signs. Section 20-37-5.13.2 of the Zoning Ordinance establishes the
provisions for residential area identification signs. Two signs are allowed at each
entrance to a subdivision from each major collector or arterial street. The signs may be
up to eight feet tall and the area of the signs (including the structure) may not exceed 32
square feet. The Zoning Ordinance also includes provisions addressing landscaping,
lighting, and maintenance of area identification signs.
Comment: The proposed sign would conform to applicable performance
standards specifically defined as part of the PUD District amendment related to
area, height and construction.
4. The proposed use's effect upon the area in which it is proposed.
Comment: The proposed sign will create an identifiable monument constructed
of high quality materials for what is intended to be a large, distinct area of the
community. In this way the proposed sign may be distinguished from other
subdivisions incorporating the same uses within one project or much smaller
areas that were the intent of the current performance standards outlined in the
Zoning Ordinance.
5. The proposed use's impact upon property values of the area in which it is
proposed.
Comment: Although no study has been completed, the proposed use is not
anticipated to negatively impact area property values.
6. Traffic generation by the proposed use in relation to the capabilities of streets
serving the property.
Comment: The proposed use will not generate any additional traffic.
7. The proposed use's impact upon existing public services and facilities including
parks, schools, streets, and utilities and its potential to overburden the City's
service capacity.
Comment: The proposed will not have a negative impact to City services.
Other Developments. Somewhat related to, but separate from this current
application to amend a PUD District, is whether the current area identification sign
standards for residential uses require review. D.R. Horton has submitted plans for area
identification signs that also exceed the structure area limits. However, City Staff has
advised D.R. Horton that we would not recommend that their proposed signs or their
project are not so unique so as to be subject to different standards than other residential
subdivisions. The Planning Commission and City Council may decide to review the
current sign provisions for maximum structure area or leave the regulations as is.
CONCLUSION
The decision as to whether to approve a PUD District amendment to allow an area
identification sign at Kittredge Crossings is really an aesthetic community standard to be
decided by the Planning Commission and City Council. We believe that approval of the

BACKGROUND
The Planning Commission discussed the current Zoning Ordinance provisions for
Temporary Signs at their meeting on 15 December 2003. Based on this discussion, our
office was asked to revise the draft language that had been prepared for further review.
This information is to be discussed again at the Planning Commission meeting on 20
January 2004 at 7:00 PM.
ANALYSIS
The main issue discussed by the Planning Commission has been the allowance of
temporary signs for multiple tenant buildings. The Planning Commission indicated that
they wish to provide an equal and fair opportunity for these types of signs to be used by
all tenants of these uses, while maintaining consistency with the intended temporary
nature of the signs. City Staff is also concerned about the enforceability of these
regulations and equal distribution of allowed sign permits to the various tenants. To this
end, the only changes made for the proposed language is in item 6.e.
6. Message Signs. Temporary message signs may be allowed by an
administrative permit under the following provisions:
a. The sign is to be a double sided freestanding sign with an
area not to exceed thirty two (32) square feet on each side
and maximum height of eight (8) feet.
b. The sign shall be setback ten (10) feet from any property line
and five (5) feet from any parking area or drive aisle, shall
not occupy any required parking stall, or shall not obstruct
pedestrian walkways.
C. Message signs may be illuminated, but flashing signs or
electronic changing message/reader boards are prohibited.
d. temporary sign may be displayed for a period not to exceed
ten (10) days and not more than one (1) temporary sign may
be displayed per property at any one time.
e. No more than three (3) administrative permits or one 111
administrative permit per tenant in a multiple tenant building shall
be issued per property per calendar year, whichever is greater In
the case of a property with more than three tenants not more than
one (1) administrative permit shall be issued to each individual
tenant suite with an exclusive exterior entrance per calendar year.
The applicant for the administrative permit shall provide an escrow
in an amount determined by the Zoning Administrator to ensure
compliance with the provisions of this Section. The Zoning
Administrator may order the immediate removal of any temporary
sign that is not maintained in accordance with the provisions of this
section at the administrative permit holders' expense.
CONCLUSION
The Planning Commission may review the language herein and direct additional
changes or call for a public hearing to be held at a future meeting.

Dear Ms. Hudson and Mr. Robertson:
Further to our ongoing conversations regarding the sign issue with tenants at the
Marketplace West development and the City of Otsego, I would like to further explain
Hempel Properties views and express our responsibility as the Managerrient Company to
facilitate change with the existing sign ordinance_
Currently there is a restriction of three temporary sig'ns for the property located at 9175
and 9201 Quaday Ave, Otsego. As of today our facility has 14 tenants with 10,000
square feet of vacancy rernaining. Three signs for the entire year per property is a near
impossibility for our tenants to promote their business. In support of this we propose the
following as a new temporary sign ordinance:

a Portable and temporary signage shall be allowed with a special pen -nit for a period
not to exceed 10 days per pemlit and not to exceed 30 days per calendar year, per
tenant.
a A 64 square foot sign pertaining to the lease or sale of the building or property
shall be permitted, until the property is 98% leased or sold.
• Portable and temporary signage shall be allowed to be placed in the parking stalls
in a number equal to the number of stalls that exceed the required number.
A $250 refundable deposit in addition to the City of Otsego's fees shall be made
by the tenant. If a tenant is late with the removal of the sign twice, the last permit
opportunity will mo longer be available for the balance of the year.
The buildin' g manager' -shall sign off and approve each permit application upon
presentation of the design, size, content and location prior to permit being
permitted by the City.
We have every intention to work within. the City guidelines and strongly encourage our
tenants to do so also. If the needs of the community are heard and discussed we believe
the ordinances would be adhered to.
