1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 7:01 PM.
Roll Call: Planning Commission Members: Chair Richard Nichols, Steve Schuck,
Pam Black, Ken Fry, David Thompson and Jim Kolles.
Alternates: Tammie Fallon and Doug Hackman
Excused absence: Carl Swenson
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator, and Dan Licht, City Planner.
Council: Mayor Larry Fournier, Vern Heidner and Jerry Struthers.
2. Consider the following minutes:
2.1. January 20, 2004 Planning Commission Meeting.
Commission Member Schuck motioned to approve. Seconded by Commissioner
Black. All in favor. Motion carried.

PUBLIC HEARINGS:
3.1. Arbor Place:
A. Rezoning form A-1 District to R-4 Residential District.
B. Preliminary Plat for development of 11 lots.
Dan Licht presented the Planner's Report. The applicant, John Jackels, of Emmerich
Development, agreed with the conditions of the Planner's Report.
Chair Nichols opened the Public Hearing at 7:07 PM. Judy Hudson attested all required
noticing and publishing was done.
Tony Hallway, 11576 801h Street, asked when his ten acre lot would have sewer and water
for development. Dan Licht explained that his land isn't currently in the sewer district and
estimated five to seven years.
Commissioner Schuck questioned if the accessory buildings currently on the lot will be
nonconforming. Mr. Licht replied they would be and he is recommending removal of
them. Chair Nichols asked if the existing home will be hooked up to sewer and water.
Mr. Jackels replied it will be hooked up.
Hearing no other public comments, Chair Nichols closed the Public Hearing at 7:12 PM.
Commissioner Schuck motioned to approve rezoning the subject site from A-1
District to R-6 District based upon a finding that the request is consistent with the
direction of the Comprehensive Plan. Seconded by Commissioner Thompson. All
in favor. Motion carried.
Commissioner Schuck motioned to approve the Preliminary Plat of Arbor Place
subject to the 11 conditions listed in the Findings of Fact plus Condition No. 12 that
Lot 1, Block 1 is required to hook up to City water and sewer. Seconded by
Commissioner Fry. All in favor. Motion carried.

4. Any other Planning Commission Business.
4.1. Sketch Plan for DR Horton.
This item was removed and added to the City Council Workshop Agenda with the
Planning Commission immediately after this meeting.
4.2. Update on Council actions by CM Heidner.
CM Heidner gave the Planning Commission an update on recent Council actions. Judy
Hudson updated everyone on upcoming agenda items. Mike Robertson gave a Highway
101 update and said the Public Hearing is March 30, 2004 at 5:30 PM at Otsego City
Hall.
5. Adjournment by 10 PM.
Commissioner Schuck motioned to adjourn. Seconded by Commissioner Black. All
in favor. Motion carried.
Meeting adjourned at 7:17 PM.
