City staff recommends approval of an ordinance amending the City Code to institute rules regulating the
uses of the Prairie Park Archery Range and Doi; Park.

BACKGROUND/JUSTIFICATION:
Construction of the Prairie Park Dog Park was completed in April 2015 and since that time the dog park
has been a popular attraction. Signage is needed to inform park users of the rules for the park. Staff is
recommending installing two signs, one at each entrance estimated at $250 for both. Staff is also
recommending the following rules for the dog park to be displayed on each of the signs.
• Use dog park at your own risk.
• No aggressive dogs.
• Owners are legally responsible for the behavior of their dog at all times.
• Dogs must leashed while entering and exiting the park.
• Dog waste must be picked up by owners immediately.
• Owners must be in verbal control of their dog at all times.
• Female dogs in heat and dogs under the age of four months are prohibited.
The Prairie Park Archery Range was completed in August of 2015. Staff is now recommending adding
rules signage at the entrance for the range and also adding an archery range sign at the entrance to the
dirt parking lot that serves the archery range and the baseball fields. The following are rules and
shooting procedures for the signage at the park, these rules and procedures come directly from the
Archery Trade Association (ATA) Archery Park Guide. Staff has referred to this guide throughout the
construction process to assist them with construction and risk management. A sign will be place at the
entrance to the park and will include both the rules and procedures for the archery range for an
approximate cost of $250.
RULES:
• Use park at your own risk.
• Follow archery shooting procedures.
• Only shoot at designated targets.
• Always be aware of the target and what is beyond the target.
• Always keep bow pointed towards the target when loaded.
• Always draw bow with arrow parallel to the ground unless using a crossbow.
• Only nock arrows at the shooting line unless using a crossbow.
• Broadhead shooting is only allowed at specified targets.
• Anyone under 16 must be under adult supervision.
ARCHERY SHOOTING PROCEDURES:
• Verify the range is clear.
• Give "Range is Hot" or similar command to indicate shooting may commence.
• When finished shooting, place bow on rack or set it down and wait behind the shooting line until
all archers are finished shooting.
• Give a "Cease Fire" or similar command to indicate all shooting should stop.
• Verify all equipment is put down and remains behind the shooting line.
• Proceed to the targets to retrieve arrows.
• When using whistle commands: use 1 whistle blast (i.e. "shoot") to indicate shooting may
commence; 3 blasts (i.e. "get bows") to indicate arrows may be retrieved, and 4 or more blasts if
an emergency exists. Two whistle blasts (i.e. "get bows") are used during programs to indicate
participants can pick up their equipment. This command is not necessary during open shooting.
The Parks and Recreation Commission considered the dog park and archery range rules at their meeting
on August 18, 2015. Managing the risk of the potential hazards is the priority of the Commission and
they felt implementing established rules and guidelines were key to managing the risk of the park. The
Parks and Recreation Commission voted unanimously to recommend the rules and procedures included
in this memo be used to regulate the Prairie Park dog park and archery range.

COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE FOR PARK AND TRAIL RULES.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 6-7-5 of the City Code is hereby amended to include the
following provisions:
F. Fenced areas within parks designated as Dog Parks for off -leash recreation shall
be subject to the rules of this section and the following additional provisions:
1. Persons and entering the dog park do so at their own risk: the City shall
not be liable for any claim, demand, injury, damage, action, or causes of
action whatsoever to such persons, dogs, or property due to the
negligence or failure to act of the Cjty.
2. Dangerous or potentially dangerous dogs, defined by Wright County
Ordinance, shall be prohibited from entering the dog park.
3. Dogs must be at least four (4) months of age.
Section 2. Chapter 6, Section 7 of the City Code is hereby amended to include
the following provisions:
6-7-9: ARCHERY RANGE:
A. Persons and entering the archery range do so at their own risk: the City shall not
be liable for any claim, demand, injury, damage, action, or causes of action
whatsoever to such persons or property due to the negligence or failure to act of
the City.
B. Rules:
1. All users shall adhere to the posted archery shooting procedures.
2. Users shall only shoot at designated targets, including shooting,
broadhead arrows only at specifically designated targets, and be aware of
the target and what is beyond the target.
3. Always draw bow with arrow parallel to the around unless using a
crossbow, only nock arrows at the shooting line unless using a crossbow,
and shall at all times keep bow pointed towards the target when loaded.
4. Persons under the age of sixteen (16) years must be accompanied and
supervised by an adult.
C. The following procedures shall be followed by users at all times:
1. Verify the range is clear.
2. Give `Range is Hot" or similar command to indicate shooting may
commence.
3. When finished shooting, place bow on rack or set it down and wait behind
the shooting line until all archers are finished shooting.
4. Give a "Cease Fire" or similar command to indicate all shooting should
