1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 8 PM.
Roll Call: Chair Richard Nichols; Commission Members: Steve Schuck, Carl
Swenson, Ken Fry, David Thompson, Jim Kolles, Pam Black
Absent: Christian Mbanefo.
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator, Dan Licht, City Planner.
Council: Mayor Larry Fournier; Councilmembers: Virginia Wendel, Vern Heidner, Jerry
Struthers and Councilmember elect, Dan Scharber.
2. Consider the following minutes:
2.1. December 16, 2002 Planning Commission Meeting.
NOTE: The wrong set of minutes was included in the packet and will be on the February
3, 2003 Planning Commission Agenda for approval.

3.1. Public Hearing for applicant Clem Darkenwald.
A. Rezone the land to be attached to the F & F Foodmart from
R-3 to B-3 District to accommodate a proposed expansion
Dan Licht presented the Planner's Report.
Chair Nichols opened the Public Hearing at 8:13 PM.
Judy Hudson attested all proper noticing and publishing was done.
Hearing no public comments, Chair Nichols closed the Public Hearing.
Commissioner Schuck motioned to recommend to approve a Zoning Map
amendment for that property to be added to the F & F Foodmart site rezoning it
from R-3 District to B-3 District. Seconded by Commissioner Black. All in favor.
Motion carried.
Commissioner Schuck motioned to recommend approval of the site and bldg plans
for a 6,000 square foot retail space addition to the F & F Foodmart, subject to the 11
conditions listed in the Planner's Report modifying NO. 5 adding after aisle, with
adequate width around the south end of the building. Seconded by Commissioner
Fry. All in favor. Motion carried.
3.2. Public Hearing for applicant Lucinda Gardner of Darrel Farr Development
A. Preliminary Plat and Final Plat to create one lot and two outlots
B. Rezone Lot 1, Block 1 to INS Zoning.
Dan Licht presented the Planner's Report.
Chair Nichols opened the Public Hearing at 8:23 PM.

Carol Fernholz, 7514 LaBeaux Avenue NE. She was concerned what the impact to the
wetlands behind her home by the Wastewater Treatment Plant.
Dan Licht explained the wetland would be delineated and for Outlots A and C easements
would be placed over the wetlands, the ditch would be improved and no development can
increase the flow.
Dale Beaudry, MacIver Avenue. He asked who would be paying for the cleaning of
Otsego Creek. Dan Licht said the City Engineer is working a Stormwater Watershed Plan
and costs will be spread out and reviewed as the area is developed.
Hearing no further comments, Chair Nichols closed the Public Hearing.
Commissioner Schuck motioned to recommend approval of the Preliminary and
Final plat for Pleasant Creek Farms subject to the 9 conditions listed in the
Planner's Report. Seconded by Commissioner Thompson. All in favor. Motion
carried.
Commissioner Schuck motioned to approve a Zoning Map amendment rezoning Lot
1, Block 1 of Pleasant Creek Farms from A-1 District to INS District consistent with
the City's Comprehensive Plan and Sanitary Sewer facilities plan. Seconded by
Commissioner Black. All in favor. Motion carried.
3.3. Public Hearing.
A. Amendment to Zoning Ordinance Section 20-16-6.J.F. (Fences)
Dan Licht presented the Planner's Report.
Chair Nichols opened the Public Hearing at 8:34 PM.
Hearing no public comments Chair Nichols closed the Public Hearing at 8:35 PM.
Commissioner Swenson motioned to recommend approval of Zoning Ordinance
amendment in the form attached as Exhibit B based on a finding that the change
will not negatively impact traffic visibility or visual open space along major
roadway and at intersections. Seconded by Commissioner Fry. All in favor.
Motion carried.
4. Any other Planning Commission Business.
A. Update on Council actions by CM Heidner.
Councilmember Heidner updated everyone on the City's receipt of the West Sewer
Discharge Permit and other recent City Council actions.
Due to lack of Planning Items, Chair Nichols cancelled the January 215` Planning
Commission Meeting.
B. Elect new officers for 2003.
This will be on for the first meeting in February.

5. Adjournment by 10 PM.
Commissioner Schuck motioned to adjourn. Seconded by Commissioner Kolles. All
in favor. Motion carried.
Meeting adjourned at 8:44 PTM.
