02-03-03 PCCITY OF OTSEGO PLANNING COMMISSION MEETING FEBRUARY 3, 2003 8 PTNI OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 8.01 PM. Roll Call: Chair Richard Nichols; Members: Pam Black, Steve Schuck, David Thompson and Jim Kolles. Excused absence: Carl Swenson and Ken Fry. Absent: Christian Mbanefo. Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Adm. and Dan Licht, City Planner. Council: Mayor Larry Fournier; Vern Heidner, Jerry Struthers. 2. Consider the following minutes: 2.1. December 16, 2002 Planning Commission Minutes. Commissioner Schuck motioned to approve. Seconded by Commissioner Black. All in favor. Motion carried. 2.2. January 6, 2003 Planning Commission Minutes. Commissioner Schuck motioned to approve. Seconded by Commissioner Kolles. All in favor. Motion carried. 3. Planning Items: PUBLIC HEARING FOR: 3.1. PUD Development Stage Plan for Lot 1 Block 1 Otsego Waterfront 4`h Addition to develop a four story Hotel and a 20,000 square foot Water Park. Dan Licht presented the Planner's Report. Bob Fields, applicant, stated they agree with the comments in the staff report and will put in a turn around for fire equipment as requested by the Fire Chief and will submit a Lighting Plan. Chair Nichols opened the Public Hearing at 8:17 PM and Judy Hudson attested all proper noticing and publishing was done. Mark Rouse, Otsego Hotel Company, LLC. commented on their plans such as the hotel will have family suites and they are working with an engineer on the drawings for the water park. Hearing no public comment, Chair Nichols closed the Public Hearing at 8:30 PM. (Note; there were no public attendees, just the applicants. Planning Commission Meeting of February 3, 2003. Page 2. Commissioner Schuck asked what impact the water park would have on the water supply. Bob Fields replied that once the pools are filled they filter themselves. Commissioner Schuck motioned to recommend approval of the PUD Development Stage Plan and Final Plat for a hotel/water park use, subject to the conditions listed in the Planner's Report. Seconded by Commissioner Thompson. All in favor. Motion carried. 3.2. Discussion of Park Dedication Study. Dan Licht reviewed and recommended setting a Public Hearing Date to consider an amendment to the Park and Trail fees. Commissioner Schuck motioned to set a Public Hearing for March 3, 2003 to consider amending Ordinance 21-7-18 regarding the Park and Trail Fees related to new development. Seconded by Commissioner Thompson. All in favor. Motion carried. 4. Any other Planning Commission Business. 4.1. Waterfront Market West PUD Sign. Dan Licht went over his report. Commissioner Schuck motioned to recommend to allow the relocation of their sign from Quaday Avenue to CSAH 42. Seconded by Commissioner Kolles. All in favor. Motion carried. A. Update on Council actions by CM Heidner. CM Heidner updated the Commission on recent Council actions such as the denial of Chris Bulow's request for City Sewer for his development and 851' Street and Page Avenue Road Improvement, B. Election of 2003 Planning Commission Officers. Chair Nichols opened for nominations Commissioner Schuck nominated Richard Nichols as Chair. Seconded by Commissioner Thompson. Commissioner Thompson motioned to close the nominations. Commissioner Black seconded. Commissioner Thompson nominated Steve Schuck for Vice Chair. Commissioner Kolles motioned to close the nominations. Commissioner Schuck seconded. All in favor. All motions carried. Richard Nichols is the Chair and Steve Schuck is the Vice Chair for Year 2003. Mike Robertson updated the Commission on development proposals in the western part of Otsego. Commissioner Thompson stated he will be absent from the February 18, 2003 Planning Commissioner Meeting.
