1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 8 PM.
Roll Call: Chair Richard Nichols, Commission Members: Ken Fry, Pam Black,
Steve Schuck and Jim Kolles.
Excused Absence: Carl Swenson and David Thompson.
Absent: Christian Mbanefo.
Staff: Judy Hudson, City Clerk/Zoning Administrator and Dan Licht, City Planner.
Council: Mayor Larry Fournier, Councilmember: Vern Heidner, Jerry Struthers and Dan
Scharber.
2. Consider the following minutes:
2.1. February 3 2003 Planning Commission Minutes
Commissioner Schuck noted on Page 2, Item 4. B. to add Commissioner to Thompson.
Commissioner Schuck motioned to approve as amended. Seconded by
Commissioner Kolles. All in favor. Motion carried.
3. Planning Items:
Public Hearing for:
3.1. Riverwood Inn & Conference Center for a PUD Amendment to allow
an existing_ garage to be converted into an office
Dan Licht presented the Planner's Report. The applicant, Alena DeCandia, was present
for any questions and she stated they agree with all the conditions of the Planner's Report.
Chair Nichols opened the Public Hearing at 8:08 PM.
Judy Hudson attested all the proper noticing and publishing was done.
Chair Nichols opened the Public Hearing for comments.
Stewart Turnquist, 11020 95`h Street NE, Otsego, stated he supports Riverwood Inn but is
concerned with the close proximity of the existing garage to his parent's home. He stated
the garage is 10 feet from the property line and turning it into an office building will
increase the activity and the lights, which will affect his parents. He also questioned the
outside stairs. Dan Licht noted the staircase is needed to meet fire code and is allowed to
encroach into side setbacks.
The Planning Commission discussed landscaping to help in screening. Commissioner
Fry noted there are a lot of oak trees along the line, which would make it very difficult to
grow anything for screening.
Commissioner Fry motioned to recommend approving an amendment to the PUD
District for Riverwood Inn and Conference Center, subject to the seven conditions
listed in the Planner's Report. Seconded by Commissioner Schuck. All in favor.

4. Any other Planning Commission Business.
A. Update on Council actions by CM Heidner.
Councilmember Heidner updated the Commission on recent Council actions such as
approving Otsego Waterfront 4th Addition, Market West Sign relocation and the street
reconstruction of 85`h Street and Paae Avenue.
5. Adjournment by 10 PM.
Commissioner Schuck motioned to adjourn. Seconded by Commissioner Fry. All in
favor. Motion carried.
