04-21-03 PCMINUTES CITY OF OTSEGO PLANNING COMMISSION MEETING APRIL 21, 2003 8 P OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 8:01 PM. Roll Call: Chair Richard Nichols; Planning Commission Members: Steve Schuck, Ken Fry, David Thompson and Pam Black. Excused absence: Carl Swenson Absent: Christian Mbanefo and Jim Kolles. Council: Mayor Larry Fournier, CM Vern Heidner, CM Jerry Struthers and CM Virginia Wendel. 2. Consider the following minutes: 2.1. April 7, 2003 Planning Commission Meeting. Commission Member Black noted on Page 2, under Item 3.2. should read Nate Dittbender. Chair Nichols noted on Page 2 the word not should be no. Commission Member Schuck motioned to accept minutes as corrected. Seconded by Commission Member Black. All in favor. Motion carried. 3. Planning Items: PUBLIC HEARINGS FOR THE FOLLOWING: 3.1. Dennis Dahlheimer: A. Rezoning from A-1 to A-2 District. B. Preliminary and Final Plat for Dahlheimer Acres. Application withdrawn. 3.2. Orrin Thompson Homes: A. Comprehensive Plan Amendment. B. Concept Plan to develop a residential development Dan Licht presented the Planner's Report. Judy Hudson attested the proper noticing and publishing was done. Chair Nichols opened the Public Hearing at 8:09 PM for Public Comments. There were no public comments. Commission Member Schuck asked if comments have been received on the Indian Burial Mound. Dan Licht said the developers have identified this area and this will be a no disturb area. Ray Baird noted this area has been farmed for many years and they found it through the Historical Listing. Commission Member Schuck is concerned with the number of town homes in this area. Ray Baird explained the type of town homes planned and they will be next to a future commercial area. They will first start building the single-family homes. Dan Licht explained that Orrin Thompson would be developing the land to the east of this property, Planning Commission Meeting of April 21, 2003. Page 2. which will also include some town homes. Hearing no public comment, Chair Nichols closed the Public Hearing at 8:20 PM. Both Chair Nichols and Commission Member Black shared concern with the density of town homes but agreed they are a transition to the commercial property and support this project. Chair Nichols motioned to recommend approving a Comprehensive Plan amendment expanding the East Sanitary Sewer Service District to include the subject site and designate low density residential, medium density residential, and commercial uses generally corresponding to the submitted Concept Plan. Seconded by Commission Member Thompson. Voting For the Motion: Chair Nichols, Commission Members Black, Fry and Thompson. Voting Against the Motion: Commission Member Schuck. Motion carried four to one. Commission Member Thompson motioned to recommend to approve a Subdivision Concept Plan for 37 acres subject to the 8 conditions listed in the Planner's Report. Seconded by Commission Member Black. Voting For the Motion: Chair Nichols, Commission Members Black, Fry and Thompson. Voting Against the Motion: Commission Member Schuck. Motion carried four to one. CM Heidner stated that it does seem to be a lot of town homes and asked the Planning Commission if they are concerned with the number of them or the concentration of town homes. Commission Member Schuck said he is not in favor of the total number of town homes. Chair Nichols would feel more comfortable if they were more spaced out and concerned with the impact to the schools and services. He wants a good mix of homes and feels the City is getting out of balance. Mike Robertson feels that Otsego is getting a mix of valuation of town homes. He also said that most of land guided for high-density housing has been purchased and built upon. Dan Licht said the value of town homes are about the same value as single-family homes. Chair Nichols would like to know the ratio of new town homes to single family in St. Michael, Albertville and Rogers. 3.3. Kittredge Crossing A. Rezone. B. Preliminary Plat. Chair Nichols opened the Public Hearing at 8:47 PM and Judy Hudson attested the proper noticing and publishing was done. There was no public comment Commission Member Schuck motioned to continue the Public Hearing to the May 5, 2003 Planning Commission Meeting. Seconded by Commission Fry. All in favor. Motion carried. CM Heidner updated the Planning Commission on the approval of Pleasant Creek Farms. 5. Adjournment by 10 PM. Commission Member Schuck motioned to adjourn. Seconded by Commission Member Fry.
