1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 8 PM.
Roll Call: Chair Richard Nichols; Commissioner Members: Carl Swenson, Pam
Black and David Thompson.
Excused absence: Ken Fry
Absent: Jim Kolles
Staff. Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Dan Licht, City Planner and John Glomski, Assistant Planner.
Council: Mayor Fournier; Councilmembers: Vern Heidner, Virginia Wendel and Dan
Scharber.
2. Consider the following minutes:
2.1. June 16, 2003 Planning Commission Meeting_
Commissioner Swenson motioned to approve. Seconded by Thompson. All in
favor. Motion carried.
3. Planning Items:
PUBLIC HEARINGS:
3.1. Sunray Farms: (continued from the June 23 2003 meeting)
A. Rezone property from A-1 to R-6 Medium Density Housing.
B. Preliminary Plat for development of 155 single-family units
Which some are located within a Shoreland Overlay District
Dan Licht presented the Planner's Report.
Applicant, Jason Osberg of Tollefson Development stated he agrees with staff's report
and recommendations.
Chair Nichols opened the Public Hearing at 8:10 PM.
Floyd Goenner, Nashua Avenue, stated his concern with the Otsego Creek handling all
the runoff from these proposed developments. Dan Licht explained how the Otsego Creek
would be cleaned out and stormwater ponds constructed. Mike Robertson explained that
this will be done over the next several years with approximately seven million dollars
coming from the developers to pay for the work.
Hearing no further public comments, Chair Nichols closed the Public Hearing at 8:20
PM.
Commissioner Swenson motioned to recommend to approve rezoning the area of the
subject site from A-1 District to R-6 District as consistent with the policies of the
Comprehensive Plan. Seconded by Commissioner Black. All in favor. Motion
carried.

Commissioner Thompson motioned to recommend to approve the Preliminary Plat
of Sunray Farms, subject to the 13 conditions listed in the Planner's Report.
Seconded by Commissioner Swenson. All in favor. Motion carried.
3.2. River Place:
A. Rezone from A-1 to R-4 Residential Urban Single Family
District and R-6 Residential Townhouse, Ouadraminium and Low
Density Multiple Family District.
B. Preliminary Plat to develop a residential development consisting of
67 single family detached units and 80 lodge units.
C. PUD/CUP to plat the dwellings in a unity and base lot
configuration.
John Glomski presented the Planner's Report. Ray Baird, applicant for Orrin Thompson,
agreed with Staff's comments.
Chair Nichols opened the Public Hearing for comments at 8:40 PM.
There were no public comments.
Chair Nichols asked why the sidewalk was removed. John Glomski explained he would
have preferred one but suggests that it be consistent with Riverpointe.
Hearing no public continents, Chair Nichols closed the PH at 8:47 PM.
Commissioner Black motioned to recommend to approve a Zoning Ordinance
amendment to rezone the subject site from A-1 District to a mix of R-4 and R-6
Districts based upon a finding that the request is consistent with the direction of the
Comprehensive Plan. Seconded by Commissioner Thompson. All in favor. Motion
carried.
Commissioner Thompson motioned to recommend to approve the PUD -CUP and
Preliminary Plat for River Place based on a finding that the request is consistent wit
the requirements of the Comprehensive Plan, subject to the conditions deleting No.
two listed in the Planner's Report. Seconded by Commissioner Black. All in favor.
Motion carried.
3.3. Martin Farms:
A. Rezone from A-1 to R-4 Residential Urban Single Family
District and R-6 and R-7 Residential Townhouse, Ouadraminium
and Low Density Multiple Family District.
B. Environmental Assessment Worksheet.
C. PUD -CUP for Unit/Base lot subdivision and base district
Performance standard flexibility.
D. Preliminary Plat for development of 927 lots, which some are
Located within a Shoreland Overlay District.
Dan Licht presented the Planner's Report.
David Sebold of Insignia Development described the vision, goals and amenities of
Martin Farms.
Chair Nichols questioned the transition from the R4 District to the R7 District and the

estimated build out for this development. Mr. Sebold feels he can have an architectural
control of the smaller lots and will be working with staff on this. The build out for this
project would be from 5 to 6 years. The price range of the homes would start at $220,000
up to $600,000.
Chair Nichols opened the Public Hearing at 9:27 PM.
John Kolles, McAllister Avenue asked if 70`h Street will be upgraded and expressed
concern with water runoff from this development onto his property and how will it be
treated. Dan Licht explained the cleanup of Otsego Creek and the 70th Street right-of-way
will be dedicated for future reconstruction.
Hearing no further public comments, Chair Nichols closed the Public Hearing at 9:38
PM.
Commissioner Black motioned to recommend to approve to rezone the subject site
to R-4 District and R-6 District based on the Martin Farms Preliminary Plat based
on a finding that the request is consistent with the Comprehensive Plan. Seconded
by Commissioner Swenson. All in favor. Motion carried.
Commissioner Thompson motioned to recommend to approve the Martin Farms
Preliminary Plat and PUD -CUP subject to the 18 comments listed in the Planner's
Report. Seconded by Commissioner Black. All in favor. Motion carried.
Commissioner Black motioned to recommend to approve to adopt findings that the
proposed Martin Farms does not have potential for significant environmental effects
and that preparation of an EIS is not to be required based on a review of the
submitted EAW and evidence received, subject to the condition listed in the
Planner's Report. Seconded by Commissioner Swenson. All in favor. Motion
carried.
4. Any other Planning Commission Business
4.1. LandCor Companies:
A. Approval of a pylon sign for the Embers America in the
Waterfront West Development.
Dan Licht presented the Planner's Report.
Commissioner Thompson motioned to approve the minor amendment of sign
placement. Seconded by Commissioner Swenson. All in favor. Motion carried.
4.2. Update on Council actions by CM Heidner.
CM Heidner updated the Planning Commission on recent Council action and the recent
workshop they had with the City Council of Albertville.

Commissioner Thompson motioned to adjourn. Seconded by Commissioner Black
