PARKS AND RECREATION COMMISSION
MINUTES OF 1-14-9]_
Carl Swenson called the meeting to order at 8:00 p.m.

The first item on the agenda was the consideration of the
minutes for the meeting of 12-10-91. Jacquie Rognli moved
to approve the minutes of 12-10-91. Seconded by Mark Wallace.
All voted in favor.
Carl Swenson welcomed Randy Cantrell, the program leader
from Project Future and Dennis Moeller from the Wright County
Extension office.
The draft of the proposed Park and Recreation survey for
Otsego was presented for discussion. Carl Swenson suggested
that we review the proposed survey document in detail.
Randy Cantrell suggested that we make two sample calls
with Otsego residents to test the flow of the survey
questions. The sample calls pointed out some minor changes
to be made to the survey form. After final discussion on the
survey form, it was decided that Andy Beecher would make the
changes to the survey form and distribute the form to the
other members of the Park and Recreation Commission by way of
the city office.
A discussion was held on the responsibility for survey
calling. Carl Swenson distributed random phone numbers from
the Otsego registered voter list to each member of the Park
and Recreation Commission. It was agreed that all the
completed survey forms would be returned to the city office
by January 30th.
Carl Swenson opened the nominations for officers of the
Otsego Park and Recreation Commission for 1992.
Carl Swenson and Mark Wallace were nominated for
Chairman. A vote was held with each candidate receiving
three votes. Carl Swenson offered to decline from the
nomination for Chairman. Mark Wallace accepted the Chairman
position.
Tom Constant was nominated for Vice Chairman. All voted
in favor of Tom Constant for Vice Chairman. Mark Wallace
agreed to contact Tom Constant to find out if he would accept
the position, if it was not accepted the Vice Chairman would
be elected at the next meeting.
Andy Beecher was nominated for Secretary. All voted in
favor. Andy Beecher accepted the office of Secretary.
A discussion on the Commission goals for the future was
opened. One item that is to be addressed at the next meeting
is the start of work on the Comprehensive Plan for the Park
and Recreation Commission.
A "brain storming" session was held for future ideas
that we would like to address at a later time. These
included:
-Boat landings, improved river access points
-Special events for kids and families
-A historic bike tour
-Tour of Otsego
-Continuation of bike tour signs
-Acquisition of land for future parks
-Community festival
-Closer work with the VFW
-Closer work with the JC's and Scouts
-Annotated canoe route along the river
-Target a central community park
-Possible water park with wave pool
-Possible golf course
This list will be added to as ideas come in.
A brief discussion was held on the how the new Community
Education Director will effect Otsego.
Jacquie Rognli moved to Adjourn. Darlene Solberg
seconded the motion. All voted in favor.
The January meeting was adjourned at 9:45.
