03-09-92 PRCity of Otsego Parks and Recreation Commission Minutes of 3/9/92 Members present: Jacquie Rognli Floyd Roden Carl Swenson Tom Constant Andy Beecher Mark Wallace (Chair) Darlene Solberg The first item on the agenda was the consideration of the minutes for the meeting of 2/12/92. Carl moved to approve minutes. Seconded by Darlene. Minutes approved. Mark pointed out the changes in the Parks and Recreation Commission Bylaws. Darlene moved to accept the changes in the Bylaws, seconded by Jacquie. Revised Bylaws approved. Copies of the new Bylaws will be distributed to members at the April meeting. Ideas were discussed for the back portion of the land where the new City Hall will be located. Mentioned were: * preserving the existing trees for picnic area/park road walking/biking trails parking leaving back area as farmland for now with possibility of ball fields in future Floyd spoke of the possibility of a small land parcel on Nashua coming available for parks; he asked the commission's feelings regarding such an acquistion. Jacquie stated that it was only about a half mile from the city hall/park property and, therefore, too close. Carl also brought up that it would not make much sense to go with it while it is right across the road from the present city hall as well as close to the new location. It was the consensus of the commission that we would not be in favor of acquiring this property. The commission reviewed both sides of the Country Ridge development issue, as to whether we should take park dedication fees per lot or land. Jacquie moved to take park fees instead of land. Carl seconded. The commission agreed to accept park dedication fees for Country Ridge. Discussion followed regarding trail dedication. Carl moved we accept trail dedication fees, Andy seconded. With Page Avenue being a MSA road, we could use the money available in the future to possibly construct a trail along it. Mark, Jacquie and Floyd had devised a rough draft of a Comprehensive Plan. Jacquie provided an introduction of it to the commission. Members were asked to review the introduction, the three Comprehensive Plans distributed (Brooklyn Park, Maple Grove and Lakeville) and the draft, and bring comments and input to the next meeting. A new meeting time of 7:30 pm, beginning in April, was established and approved. Mark will be sending a letter of appreciation to Randy Cantrell for all of his valuable assistance with our survey and its results. Carl reported from the County Parks meeting. A Preliminary Trail plan for the Otsego area will be available to the commission in the next month or two. He had also shared with them all of the positive comments we heard regarding Otsego Park while conducting phone surveys. Tom reported Elk River has formed a Snowmobiling Club; he figures Otsego will be running through them as the central club rather than forming a new one so close. Andy moved to adjourn, Tom seconded. Meeting adjourned 9:50 pm.
