RECOMMENDATION:
It is recommended by staff that the City Council approve the hiring of Jeff Cleveland for the full-time
Accountant position.

BACKGROUNDMUSTIFICATION:
At the September 28, 2015 meeting, the City Council authorized the reorganization of the Finance and
Administrative Departments. As part of this reorganization, the creation of a full-time Accountant
position was created, and advertisement for this position was authorized. The reorganization of the
Finance and Administrative Departments has current calculated savings of $16,152 in wages (not
including payroll taxes and benefits).
The City received 36 applications for the open position. City staff went through a point -scale scoring
system, which resulted in eleven first round interviews conducted by the Finance Director. Four
candidates were invited back for a second round interview, which were conducted by the Finance
Director and the City Administrator.
Jeff Cleveland emerged as the most qualified candidate with the education, skills and experience
required of this position. Jeff has passed the required background testing procedures. It is expected that
Jeff would start roughly two weeks after Council approval.
Staff recommends the hiring of Jeff Cleveland at $25.66 per hour ($53,373 annually). The Accountant
position is temporarily placed at pay grade 11, step 5; which is pending review as part of the
classification and compensation study.
