RECOMMENDATION:
Recommend setting work session dates to discuss preliminary results of the Classification and
Compensation Study and to finish discussion of the water system improvements, specifically water
tower one, requested in the CIP.

BACKGROUNDJJUSTIFICATION:
Preliminary results of the Classification and Compensation Study are expected to be ready for Council
review on December 14. Ann Antonsen of Springsted will attend the meeting to present the preliminary
results. I have not received the preliminary report yet, thus this timeframe may be tight as the
employees need to be included in the process as well. However, the schedule calls for study results
before the end of 2015, and I feel it is important to honor that schedule to allow for timely
implementation.
The second item that requires in depth discussion is water tower one and the east water system in
general. This is follow-up to the lengthy discussion that occurred at the CIP meeting when utilization
and maintenance of water tower one were discussed. As you recall, the tower is scheduled to be filled
in March 2016 to meet system capacity requirements. Therefore, discussion on this topic should take
place in early 2016, possibly following the January 11 meeting.
