ITEM 3.2A 11.9.2015 MinutesITEM 3-2q OTSEGO CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER NOVEMBER 9, 2015 7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 7:03 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom Darkenwald. Absent: Councilmember Doug Schroeder Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; Adam Flaherty, Finance Director; and Sandy Lindenfelser, Administrative Assistant. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. No Items. 2. Consider agenda approval. CM Heidner requested to move Item 3.3, Item 3.5 and Item 3.8 for discussion to Item 6.1. CM Heidner motioned to approve as amended. Seconded by CM Warehime. All in favor. Motion carried 3. Consent Agenda. (Non -controversial items). CM Heidner motioned to approve. Seconded by CM Warehime. All in favor. Motion carried 4. Community Development. 4.1 Great River Centre 4th Addition: A. Preliminary_ plat of three lots and public right-of-way for future Quaday Avenue. City Planner Licht presented the staff report. The Planning Commission held a public hearing on November 2nd1 2015 regarding a PUD Development Stage Plan and preliminary plat for Great River Centre 4th Addition and extension of Quaday Avenue NE. There were no public comments and the Planning Commission had no issues with the proposed subdivision. CM Heidner motioned to approve a PUD Development Stage Plan and Preliminary Plat for Great River Center 4t" Addition subject to the conditions outlined in the Findings of Fact & Decision dated November 2, 2015. Seconded by CM Warehime. All in favor. Motion carried. 4.2 Zoning Ordinance 2015-10 amendment to allow for farm wineries, brew on premises, brewpubs small breweries, breweries, micro -distilleries, and distilleries. City Planner Licht presented the staff report. The Planning Commission held a public hearing on November 2nd to amend the zoning ordinance to allow these within the city stating that other cities are moving to adopt this as well. There were no public comments and the Planning Commission supported allowance of the use as proposed by City staff. CM Warehime asked for clarification that this would not change the number of liquor licenses allowed in the city. City Planner Licht concurred. CM Warehime motioned to approve Ordinance 2015-11 amending the City Code to allow for farm wineries, brew -on -premises, brewpubs, breweries and distilleries. Seconded by CM Heidner. All in favor. Motion carried. 5. Administration. 5 1 Approve Fire Contract Between Elk River and Otsego. City Administrator Johnson presented the staff report. Chief John Cunningham was present and thanked the City for a good working relationship between both parties. CM Warehime has seen a lot more involvement in the relationship between the city and the fire department. CM Warehime motioned to approve the Contract for Firefighting Services with Elk River for 2016-2020. Seconded by CM Heidner. All in favor. Motion carried. 5.2 Insurance Liability Waiver. Finance Director Flaherty presented the staff report. The municipal tort liability is limited to $500,000 per claimant. The City of Otsego has chosen to waive these in the past. Finance Director Flaherty is asking the council change this to not waive the statutory limits. City Attorney MacArthur concurred. CM Heidner motioned that the City of Otsego elects not to waive the monetary limits on municipal tort liability established by Minnesota Statute Section 466.04 for the September 25, 2015-2016 coverage period. Seconded by CM Warehime. All in favor. Motion carried. 5.3 Employee Recognition Policy. City Administrator Johnson presented the staff report. The City Council approved the Employee and Volunteer Recognition Program Policy back in 2014. Staff now is recommending an amendment to that program and adding a Years of Service Recognition program. CM Darkenwald motioned to approve the Employee and Volunteer Recognition Program Policy as amended. Seconded by Mayor Stockamp. All in favor. Motion carried. 6 City Council Reports and Updates. 6.1 Authorize City Council Special Pay. CM Heidner requested to change the no charge on the City Council Special Pay for Mayor Stockamp to paying her for the 70th Street grand opening event being Mayor Stockamp gave a speech at this event. CM Heidner motioned for payment to be changed on the City Council Special Pay to included payment for Mayor Stockamp's attendance at the Grand Opening of 70th Street. Seconded by CM Darkenwald. Motion carried 3-0. Mayor Stockamp abstained. 6.2 Approve Resolution 2015-67 Stipulating_ City Funding of Great River Center/Quaday Improvements. CM Heidner asked whether we can pay for this and be reimbursed by TIF. City Administrator Johnson explained that the resolution is to stating that the City intends to internally fund its share of project costs and will not issue bonds. She explained that the City intends to assess benefitting property owners to fund a portion of the project cost. This resolution is requested to meet DEED's requirement for the Business Development Public Infrastructure Grant.CM Heidner motioned to approve Resolution 2015-67 a Resolution Committing Funds for the City Share of the Great River Center Quaday Infrastructure Improvement Project. Seconded by Mayor Stockamp. All in favor. Motion carried. 6.3. CM Heidner asked if this item could be modified to notice quorum of the 25th Anniversary event located at City Hall to be held on November 21, 2015 and the social event for past City Council and Advisory Board Members held at Prairie Center on November 23, 2015 instead of a special meeting. City Administrator Johnson concurred that notice of quorum was appropriate because they are social events. . Mayor Stockamp said volunteers are welcome for the November 21, 2015 25th Anniversary Event. 7. Staff Reports and Updates City Administrator Johnson invited anyone to attend the 2nd annual Otsego Lions Fall Wine Tasting on November 13, 2015 from 7PM to 9PM located at Prairie Center. Money earned will go back to support the charitable causes in Otsego. City Engineer Ron Wagner stated 70th street is now open. He further stated that Wright County is requesting more Region 7W money in a joint application with Albertville for County Road 19north from the outlet mall to 70th. Discussion took place on the need to improve 70th west of CR19. The Wright County plan for safety improvements on CR 39 was discussed including the addition of turn lanes at O'Dean Avenue and Page Avenue in 2016. 8. Adjourn.
