ITEM 3.3A Planning 10.5.2015 MinutesITEM 3_3A OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER OCTOUR 5, 2015 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Roger Mord and Richard Nichols. Absent: Commissioners Aaron Stritesky and Jim Kolles, City Council: Vern Heidner. Staff: Daniel Licht, City Planner and Tam! Loff, City Clerk. 1. Consider the following minutes: 1.1 September 21, 2015 Planning Commission Meeting Commissioner Schuck motioned to approve as written. Seconded by Commissioner Nichols. All in favor. Motion carried. 2. Public Hearing item: 2.1 Otsego E-8 School: (Tabled from September 8, 2015) A. Comprehensive Plan amendment to include the subject site within the West Sewer District and guide the subject site from A-1 District to INS District. B. Zoning Map amendment rezoning the site from A-1 District to INS District. C. PUD-CUP for development of an E-8 school facility. D. Preliminary/Final Plat. City Planner Licht presented the Planning Report. Applicant Representative, Josh Grenier, Wold Architects, was present and agreed with the staff report. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:17 PM. Commissioner Nichols said the proposed school development is outside the current sewer district. City Planner Licht said that an amendment of the Urban Staging Plan is being recommended to bring this site into the west sewer district. Chair Black asked if the only road that will be improved for this project is MacIver Avenue and 80th Street; not Mason Avenue. City Planner Licht said correct. There was discussion on school bus routes and it was noted that the services boundaries have not been defined. City Planner Licht said we do know we have MacIver Avenue which is a minor collector road accessing the southwest corner of the property; the improvements to 80th Street; and then the 70th Street access from MacIver all the way to Odean. Commissioner Mord asked if the intent is for the students to the south would be walkers. City Planner Licht said that is up to the School District to decide, but there will be trails and sidewalk availability. Commissioner Mord stated so it will be the schools responsibility for 80th Street crossing. City Planner Licht said yes. CM Heidner asked on security for the students and the entrances. Mr. Grenier said it will be similar to other facilities. He said the entrance on the east side is the bus entrance with access only in the morning and afternoon with the main door entrance will be the access door at all other times. Mr. Grenier further stated that there will be a card reader entrance by the early childcare entrance. Commissioner Thompson asked when the buses come in do they have to turn around in the circle area to get back out. Mr. Grenier said yes the design will be that the buses come in heading north and then they will park diagonally facing southwest with the door of the bus up against a curb. He said there will be two lanes of bus traffic on the east side. CM Heidner asked how the students on the east side will get to the school. City Planner Licht said he would expect there will be a trail corridor similar to the neighborhoods abutting Otsego Elementary. City Planner Licht said staff would review with a future plat application at that time on how best to make that connection. Commissioner Nichols questioned page 4 of the Planning Report regarding the 40 foot wetland setbacks; does that also apply to the wetland retention. City Planner Licht said wetland setbacks are only from delineated land; stormwater basins are not. Chair Black closed the Public Hearing at 7:36 PM. Commissioner Nichols asked if there are any plans to extend the sewer district beyond this site. City Planner Licht said not at this time. Commissioner Thompson motioned to recommend City Council approve an amendment of the Comprehensive Plan to include the preliminary/final plat for the proposed E-8 school within the West Sewer District and guide the subject site for public/quasi-public land uses based on the four policies listed In the Planning Report. Seconded by Commissioner Nichols. All in favor. Motion carried. Commissioner Thompson motioned to recommend City Council approval of a Zoning Map amendment rezoning the preliminary/final plat for the proposed E-8 school to INS, Institutional District based on a finding that the request is consistent with the policies of the Comprehensive Plan and criteria of the Zoning Ordinance. Seconded by Commissioner Nichols. All in favor. Motion carried. 2 Commissioner Thompson motioned to recommend City Council approval of a PUD-CUP and Preliminary/Final Plat for the proposed E-8 school on finding that the request is consistent Zoning Ordinance and Subdivision Ordinance, subject to the fifteen conditions listed in the Planning Report. Seconded by Commissioner Nichols. All in favor. Motion carried. 3. Update on City Council actions. CM Heidner gave an extremely brief update to the Commissioners on City Council actions. 4. Update on future Planning Commission Agenda items. No items at this time. 5. Adjourn. Commissioner Nichols motioned to adjourn. Seconded by Commissioner Thompson. All in favor. Motion carried.
