ITEM 3.3C Parks 10.20.2015 MinutesITEM 3_3C OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER October 20, 2015 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Jim Breitbach, Derrick Stark, Corey Tanner, Susan Krekelberg, Cara Husak and Michael Stanga. Absent: Commissioner Doug Cassady. City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder. Staff: Ross Demant, Parks and Recreation Director, Dan Licht, City Planner and Connie Schwecke, Recreation Administrative Assistant. 1. Open Forum. 2. Consider agenda approval. Commissioner Krekelberg motioned to approve the agenda. Seconded by Commissioner Tanner. All in favor. Motion carried. 3.1 August 18, 2015 Regular Meeting Minutes. Commissioner Breitbach motioned to approve as written. Seconded by Commissioner Tanner. All in favor. Motion carried. 4. Unfinished Business. 4.1 Northwood Park Concept Plan and Budget Review Parks and Recreation Director Demant presented. He briefly reviewed the neighborhood meeting that took place in June and then introduced SRF Consultant Tim Wold who then reviewed the updated park concept plan and the budget for Northwood Park. Commissioner Breitbach asked if the cost adjustment increase was for both the increase labor and materials costs. Mr. Wold stated it was and that was about 3% year. Chair Dehn asked about the 5% contingency and Mr. Wold stated that 5% is an industry standard. Commissioner Husak questioned if the community garden in the park plan would have a shed that would have a lockbox for neighbors to have access to basic tools and water. Mr. Wold said that a shed was in the park plan and Demant agreed and stated the shed would have some type of lock that the neighbors would have access to. Commissioner Breitbach asked if the natural playground equipment is durable and Mr. Wold stated that yes the equipment is very durable because it is made out of concrete. Chair Dehn asked what company we were contracting with for the playground. Mr. Wold stated Northland and that we have worked with them before and are very reputable. Commissioner Husak motioned to recommend to the City Council the Northwood Park project cost and final design concept plan. Seconded by Commissioner Breitbach. All in favor. Motion carried. 5. New Business. 5.1 United Legacy Donation Request. Parks and Recreation Director Demant presented. He discussed the disappearance and community search for Joseph Brunn. He also discussed the United Legacy Foundation as a very well organized and professional group of volunteers who were instrumental in assisting the Brunn family in organizing thousands of volunteers to help search for and that eventually lead to the recovery of Joseph Brunn. Demant stated that Deanna Villella, the president and co-founder of United Legacy contacted him requesting the City to waive the Prairie Center rental fees on November 1, 2015 for a Search and Rescue Orientation Meeting for Wright County. After discussion, the commissioners agreed that this training and orientation for community volunteers would be a great benefit to the City if in the future, any emergency would arise. Commissioner Breitbach motioned to recommend to the City Council to waive the Prairie Center Fees of $390 for November 1st 2015 for United Legacy Orientation Night. Seconded by Commissioner Krekelberg. All in favor. Motion carried. 5.2 Request Samaritan's Purse Parks and Recreation Director Demant presented. After discussion, the commissioners requested that a Nonprofit Rental Rate and Donation Policy be drafted and brought back to the commissioners for review and approval. 6. Parks and Recreation Manager Update. Parks and Recreation Director Demant presented. He discussed the Pumpkin Patch Event which will be held Saturday October 24 from 11-1pm. Demant also discussed the Prairie Festival and noted a few highlights, which were; outstanding weather, the Lions beer garden, extra band and addition of carnival rides. 7. City Council Reports. Council Member Doug Schroeder gave a brief update. 8. Adjourn. Commissioner Breitbach motioned to adjourn. Seconded by Commissioner Stark. All in favor. Motion carried. Adjourned at 7:45 PM.
