11-09-15 Special 6 PM City Council MinutesSPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER NOVEMBER 9, 2015 6:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 6:00 PM. Roll CaII: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom Darkenwald. Absent: Councilmember Doug Schroeder Staff: Lori Johnson, City Administrator; Ron Wagner, City Engineer; Kurt Neidermeier, Utilities Operations Manager; Adam Flaherty, Finance Director; and Sandy Lindenfelser, Administrative Assistant. 1. WWTF Expansion. Scott Schaefer of AE2S presented the staff report. An update on the WWTF expansion project was explained. The plan is to add a second oxidation ditch so there will be more room for storage of solids. This will also eliminate future hauling to Big Lake's facility. Finance Director Flaherty noted that this plan is part of the 2016-2017 CIP. Mayor Stockamp was concerned about the future odor issue and noise levels. Mr. Schaefer explained the two different systems as Drop Pipe Diffusers and Jet Aeration. Drop Pipe Diffusers cost less and allow for less staff to operate and maintain. The Jet Aeration system would need more labor power and more equipment. Installation costs would be $150,000. The Council concurred with the engineer's design recommendation. Two bid alternates were discussed: A charcoal filter as a second odor elimination system and paving the gravel drive and parking areas. The Council agreed with the charcoal filter bid alternate. The Council agreed that paving would be delayed and included in another paving project. The project schedule was reviewed stating design would be done this year with construction beginning after snow melt 2016 and being operational by fall 2016. After this project is done, master planning will begin as previously discussed and as included in the CIP. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried.
